The goals of this program are three-fold: (1) to place older individuals in community service positions and thereby strengthen their ability to become self-sufficient; (2) to provide much needed volunteer support to organizations who benefit significantly from increased civic engagement; and (3) to strengthen the communities that are served by such organizations.

Proposers must serve a minimum of 25 and up to a maximum of 30 economically disadvantaged persons aged 55 and older, placing them in community service positions and providing job training as well as facilitating their transition into unsubsidized employment. Greater consideration will be given to proposers who propose to serve persons 65 years and older and/or to serve those who have the following barriers to employment: a disability, limited English proficiency or low literacy skills, are veterans, or are homeless or at risk of homelessness.

Contractor Experience and Organizational Capability

1. The contractor would have the infrastructure and capacity to serve the proposed targeted clientele and in the geographic locations identified in the proposal.

2. The contractor would have a minimum of 5 years experience working with the senior population providing services, resources and training that will lead to unsubsidized employment.

3. The contractor would ensure that staff are: Knowledgeable about senior employment issues. Professionally trained in employment interviewing and assessment, counseling, and service coordination
