Grants are available to help strengthen the vital infrastructure of not-for-profit organizations. Funds are intended to support organizations' strategic planning. Monies will be used to fund internal systems that ensure operational efficiency, such as technology plans, financial systems and human resource development. These grants also help organizations identify fund raising needs and support the development of fund raising strategies. Communications and marketing strategies/systems are also eligible for funding.
The Capacity Building Grants Program provides funding to improve the success and strength of an organization. The foundation is interested in increasing organizations’ abilities to fulfill their missions and to bring about sustainable, measurable, positive outcomes to those they serve.
Efforts funded may include:
• Creating and implementing strategic plans
• Governance and board development
• Leadership succession planning
• Planning and implementing technology systems
• Fund development
• Communications and marketing strategies
Efforts not eligible for funding:
• Operations and expansion of existing programs
• Debt retirement
• Fundraising events/Lobbying activities
• Capital campaigns
• Grants to individuals
• Evangelical work by religious organizations

Organizations must be located or operating in one of the following metropolitan areas:
Licking County, OH
Baltimore/Annapolis, MD (limited to Baltimore City, Baltimore County and Anne Arundel County)
Big Island, HI
Bonita Springs/Naples, FL
New York City, NY
Washington, DC metropolitan area (including Prince George and Montgomery Counties, Arlington and Alexandria, VA)
A one-time only eligibility determination is necessary for organizations that are new to the O\'Neill Foundation. Requests for eligibility are reviewed on the first of each month. Once eligible, organizations may submit a Letter of Inquiry. In order to make the April 1, 2011 deadline for the LOI, applicants should submit their eligibility application (see attachment) before February 1, 2011. Proposals will be by invitation only after review of applicant’s LOI and a site visit.
