Request a Grant Writer

Grants are available to fund current and new public services in the areas of employment, childcare, health and welfare, education, substance abuse prevention and energy conservation. The service proposed must be a new service or a measurable increase in the existing level of service provided by the government in the prior 12 months.

Preference will be given to projects that address at least one of the following priorities:

1. Programs or projects serving low and moderate-income persons and communities in the identified community conservation areas
2. Programs focused on children, youth and families with particular emphasis on serving residents of multi-family rental properties including:
a) Community-based centers that provide a wide array of services
b) Youth risk reduction activities
3. Job training, literacy training—financial and skills-based
4. Transportation linkages
5. Services and adult education for emerging immigrant populations
6. Activities benefiting people with disabilities and/or senior citizens

The County will also look favorably upon those projects which:
(a) Represent a cooperative effort between the applicant, the community and other private or public partners;
(b) Provide documentation of the applicant’s plan for sustaining the project in the future;
(c) Incorporate the proposed HUD performance measurement indicators into the goals of their project; and
(d) Leverage other resources for support.

Note that abused children, battered spouses, severely disabled adults, homeless persons, illiterate adults, persons with AIDS, migrant farm workers as well as the elderly are the presumed target population, as these populations are often of low to moderate income.

Additional Eligibility Criteria:

1. Proposed services must anticipate providing direct benefit to citizens of Baltimore County.
2. Organizations must be public or incorporated nonprofit organizations with 501(C) status with documentations that they meet the specific requirements for eligibility to receive funding as defined in Federal regulations at 24 CFR, Part 570, as amended for CDBG Program (see http://www.hud.gov/offices/cpd/communitydevelopment/library/stateguide/ for guidance).
3. Organizations must be registered and in good standing with the Maryland Department of Assessments and Taxation.
4. Faith-based organizations are eligible to receive funding, but may not require participation in religious activities as a condition for receiving services.

Pre-Application Information:

Please submit questions (preferable in writing) until the close of business on January 6, 2011. Organizations may also request a meeting with OCC staff before submitting an application (up until January 6, 2011).

All regulations referred to in the RFP are available via the internet. Those who do not have internet access may contact Katy Kendrick in OCC at (410) 887-5606.

Applicants proposing more than one project must use a separate application packet for each.

Envelopes should be clearly marked “Public Service Application” and be brought to the OCC Office from 9:00 am – 4:00 PM on or before February 1, 2011 for those applicants that wish to hand-deliver their applications.
