Request a Grant Writer

Grants are available to fund current and new projects that support services to persons who are homeless and those at-risk of becoming homeless. Applications should be focused on projects that address short-term emergency needs; provide long-term, permanent solutions to homelessness; and employ creative strategies to prevent and decrease homelessness. The service proposed must be a new service or a measurable increase in the existing level of service provided by the government in the prior 12 months.

Preference will be given to projects that address at least one of the following stated priorities:

1. Operating funds for existing and new transitional and emergency shelter programs
2. Eviction prevention programs that preserve people’s housing and provide for basic needs
3. Supportive services for permanent supportive housing programs throughout Baltimore County – services to include case management, mental health counseling and support, transportation, workforce development and placement, coordination of mainstream resources including participation in SOAR (SSI/SSDI Outreach Access and Recovery)
4. Outreach to chronically homeless with intensive case management
5. Workforce development programs for homeless and low-income individuals to include job readiness, job search and job placement services
6. Nursing services for convalescent care programs for homeless individuals residing in homeless shelters
7. Home sharing programs for homeless clients

The County will also look favorably upon those projects which:
(a) Represent a cooperative effort between the applicant, the community and other private or public partners;
(b) Provide documentation of the applicant’s plan for sustaining the project in the future;
(c) Incorporate the proposed HUD performance measurement indicators into the goals of their project; and
(d) Leverage other resources for support.

Additional Eligibility Criteria:

1. Proposed services must anticipate providing direct benefit to citizens of Baltimore County.
2. Organizations must be public or incorporated nonprofit organizations with 501(C) status with documentations that they meet the specific requirements for eligibility to receive funding as defined in Federal regulations at 24 CFR, Part 570, as amended for CDBG Program (see http://www.hud.gov/offices/cpd/communitydevelopment/library/stateguide/ for guidance).
3. Organizations must be registered and in good standing with the Maryland Department of Assessments and Taxation.
4. Faith-based organizations are eligible to receive funding, but may not require participation in religious activities as a condition for receiving services.

A Pre-Proposal Public Hearing took place on December 14, 2010.

Pre-Application Information:

Please submit questions (preferable in writing) until the close of business on January 6, 2011. Organizations may also request a meeting with OCC staff before submitting an application (up until January 6, 2011).

Applicants proposing more than one project must use a separate application packet for each.

Envelopes should be clearly marked “Homeless Services Application” and be brought to the OCC Office from 9:00 am – 4:00 pm on or before February 1, 2011 for those applicants that wish to hand-deliver their applications.
