Grants for new programs to reduce the number of incarcerated minority youth. Grants will be awarded to: support mentoring; offender and victim empathy training; employment placement; parent and child relationship building, court notification services and other services that will support prevention and diversion of youth from the system. Collaboration must include a plan to identify and utilize existing resources available to youth in the community.

These programs will address the causative factors which result in minority youth being disproportionately represented in the prison system as well as institute alternatives to confinement for convicted teens between 10 - 17, particularly restorative justice. Programs should focus on maintaining and strengthening the family as a whole so that children may remain in their homes and communities.

Programs should expand and enhance services available to youth from communities with high numbers of delinquency referrals and schools serving high delinquency neighborhoods.

Additional Eligibility Criteria:

Providers must demonstrate a minimum of one (1) year past experience providing delinquency, social,
mentoring, employment, and/or other social services to delinquent youth.
Provider(s) MUST be registered with the Florida Department of Management Services (DMS) Vendor Registration System.
