Grants totaling $10 million to fund the cost of providing laptops to elementary-level students, teachers, and administrators. The purpose of these grants is to improve academic achievement among students by using educational software and teaching students computer skills. Funding is intended to serve schools that have low student achievement levels, limited access to laptop technology resources, and schools with students from low-income families.
Funding may be used to purchase low-cost laptop computers (which should be no more than $400 per laptop), to support network infrastructure for wireless access points, cables, and routers, and for laptop replacement components such as batteries, power cords, or other software and hardware.

Up to $750 per student
Funding will begin between May 2, 2011 and June 30, 2011, and will extend over a two-year period.
School districts with one or more schools serving any of grades 3 through 8 which:
(a) have 40 percent or more of its students eligible to receive free or reduced-price meals under the National School Lunch Program;
(b) are in Academic Early Warning or Academic Watch status under, and
(c) have a significant percentage of the students in grades 3 through 8 with limited or no access to laptop computers for use in improving their educational opportunities.
Applicants who submitted a proposal under the original RFP issued in November 2010 are eligible to submit a new or revised proposal under this competition.
Public university laboratory schools approved by the Illinois State Board of Education, and charter schools shall be eligible to apply on the same basis as school districts.
The two regions from which proposals are being accepted include:
• the counties of DuPage, Kane, Lake, McHenry, Will and only the portion of Cook County located outside of the city of Chicago; and
• all other counties in the remainder of the State.
