Two separate grants are available in Illinois for organizations that can provide affordable housing and social enhancement programs for the underprivileged in the area. Funds may be used for activities that include, but are not limited to: acquisition of real property; relocation and demolition; rehabilitation of residential and non-residential structures; construction of public facilities and improvements, such as water and sewer facilities, streets, and neighborhood centers; public services, within certain limits; activities related to energy conservation and renewable energy resources; and provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities.

Generally, the following types of activities are ineligible:
Acquisition, construction, or reconstruction of buildings for the general conduct of government;
Political activities;
Certain income payments; and
Construction of new housing by units of general local government.

The Community Development Block Grant (CDBG) is a Housing and Urban Development (HUD) program. This federal program was developed to ensure decent affordable housing for all, provide services to the most vulnerable in our communities, create jobs, and expand business opportunities. These grants are to be used specifically in Naperville.

Eligible projects must benefit low- and moderate-income persons and address one of the City of Naperville’s Objectives.

In addition to reviewing applications for project eligibility, the criteria listed below are used for evaluation:
 Capacity and experience of organization
 Leveraged resources
 Project readiness

Pre-Application Information:

-The CDBG is a reimbursement program.
-Proposals must have a minimum project award request of $20,000 for capital improvements.
-Applicants are expected to fill out a short version of the application and provide supporting documentation. When final funding allocations are determined, applicants who were awarded funding will be contacted and required to complete a full application and supply additional documentation prior to the start of their project.
