Grants are available for projects that increase knowledge about and address issues associated with childhood obesity, particularly nutritional factors, in children from ages 2-19 years. The long term goal of this opportunity is to reduce the incidence of childhood obesity among this population through an integrated approach which includes research, education, and extension projects which focus on a particular issue. A project is optimally integrated if the components complement one another and are truly necessary for the ultimate success of the project or program.

Two types of grants will be awarded:
1. Standard Grants which support targeted, original scientific Research, Education, Extension, or Integrated Projects.
2. Conference and Food and Agricultural Science Enhancement (FASE)
a) Grants which support scientific meetings that bring scientists together to identify research, education, and/or extension needs, update information, or advance an area of science that is recognized as an integral part of scientific efforts. Support for a limited number of meetings covering subject matter encompassed by this solicitation will be considered for partial or, if modest, total support.
b) Food and Agricultural Science Enhancement (FASE) Grants strengthen science capabilities in research, education, and/or extension programs. FASE Grants are designed to help institutions develop competitive projects, and to attract new scientists and educators into careers in high-priority areas of National need in agriculture, food, and environmental sciences. The FASE Grants provide support for Pre- and Postdoctoral Fellowships which will be solicited in a separate NIFA Fellowships Grant Program, New Investigators, and Strengthening Grants.

All applicants must address the following Program Area Priority:
Generate new knowledge of the behavioral (not metabolic), social and/or environmental factors that influence childhood obesity and use this information to develop and implement effective family, peer, community and/or school-based interventions for preventing overweight and obesity and promoting healthy behaviors in adolescents (ages 15-19 years). Behavior should be defined in a broad sense to include individual patterns of behavior and how individuals respond to others and the environment. Interventions that begin with younger adolescents who age into the target range during the course of the intervention are acceptable. Interventions with adolescents who age out of the target range by the end of the intervention are also acceptable. Note that this program focuses on prevention of weight gain and will not fund projects to promote weight loss.

Projects are expected to address the stated Program Area Priority, which collectively contributes to the achievement of the following goals:
• Generation of new knowledge about behavioral, social, and environmental factors that influence excessive weight gain by children and adolescents.
• Development of effective behavioral, social and environmental interventions to increase dietary intakes of fruits and vegetables; increase the variety of vegetables in the diet, decrease dietary intakes of foods high in solid fats and added sugars; increase the number of children that meet guidelines for television viewing and computer use; increase physical activity in children; and ultimately to decrease the proportion of children and adolescents who are overweight or obese. The development of new, more effective evaluation tools may be necessary.
• Expansion of interventions proven effective and assessment of their impact.
• An increase in the number of parents, caretakers, educators, practitioners, and researchers who receive the training and effectively model behaviors necessary to address the complex problem of childhood obesity prevention.

Other program requirements:
• Applications from and collaborations with Minority Serving Institutions, USDA EPSCoR institutions, and/or small or mid-sized institutions that historically have not been as competitive, are strongly encouraged.
• High priority will be given to projects involving populations eligible for USDA nutrition education and food assistance programs (e.g., Expanded Food and Nutrition Education program, Supplemental Nutrition Assistance Program, School Meals programs, etc.). The rationale for the selection of any population for intervention should be documented.
• It is understood that some projects may require the development and testing of new assessment tools.
• Because food is an integral part of the development of obesity, all projects should address some aspect of food consumption.
• Because obesity is such a multifaceted problem, it is expected that the project team will have appropriate training and experience in multiple disciplines. Nutrition expertise is essential.
• Projects are expected to lead to measurable, documented changes in learning, actions, or conditions in relation to obesity prevention.
• Applications addressing interventions for weight loss or that target audiences other than children ages 15-19 years (except as noted above) are not suitable for submission under this priority and will not be reviewed.
