Grants of up to $15,000 to Hawaii nonprofit organizations and government agencies to benefit underserved children and youth in the State. Applicants must request access to the application system in advance of applying. Funding is intended for programs in the areas of healthy development of young children strengthening early care and education for vulnerable children, and to address the needs of at-risk youth.

      Proposals will be accepted in the following priority areas of focus:

  • Young Children (ages birth to 5 years old) - Proposals should effectively address the needs of young children by:
  • Promoting the healthy development of young children by supporting parents and other caregivers, including foster parents, grandparents, and other caregivers; OR
  • Strengthening the Early Care and Education Community Systems.
  • Youth (ages 6-20 years old) - Proposals should effectively address the needs of youth by:
  • Developing the ability to think critically;
  • Understanding and appreciating one’s own culture and those of others; and/or
  • Developing the ability to settle differences peacefully

The strongest proposals will be those that meet all or most of the following criteria for the specific areas of focus:

Young Children 

  • Preference will be given to those programs that are focused on the needs of the most vulnerable children, including those living in poverty and those with a history of violence or substance abuse in their homes

Young Children

  • Program implements a strategic action plan for systems-level change related to early care and education
  • Program involves collaborations or partnerships among multiple stakeholders

Youth

  • Organization provides a safe place (afterschool, weekends, intersessions, summer) where at-risk youth positively interact with peers and caring adults
  • Has a demonstrated record of success serving at-risk youth
  • Helps youth develop critical thinking skills
  • Provides youth with opportunities to understand and appreciate their culture and those of others
  • Helps youth learn to settle differences peacefully

Estimated Size of Grant:

Grants will be for up to $15,000.

Term of Contract:

Grants are for a one-year period starting May 2020.

Additional Eligibility Criteria:

Hawai‘i nonprofit organizations that are 501(c)(3) IRS tax-exempt organizations, programs with a fiscal sponsor with 501(c)(3) status, or units of government are eligible to apply. Organizations currently funded by HCF with overdue final reports are not eligible to apply.

Projects not likely to be funded:
- Major capital projects
- Funds for an endowment or for the benefit of specific individuals
- General operating support
- Requests to replace government funding
