Grant Description
Grants to Washington nonprofit organizations, government agencies, and property owners for the preservation of historical structures in eligible locations. Funding is intended to support restoration, stabilization, and preservation work that facilitates the continued use of buildings within the boundaries of Ebey's Landing National Historical Reserve. Projects include barns and outbuildings, private historic homes, and historic storefronts along Front Street in Coupeville.

Eligible Buildings:

  • Listed as contributing on the National Register of Historic Places, Central Whidbey Island Historic District (1998 Amendment), and/or
  • Listed on a Washington State Heritage Building Register, and
  • Retains a significant degree of historic character and material.
  • In need of repair.

Eligible Work:

  • Stabilization of historic buildings, including (but not limited to), repair and replacement of roofs, foundations, sills, walls, structural framework, chimneys, building systems (if tied to preservation need), trim, windows and doors.
  • Work that preserves or restores historic materials and character-defining features.
  • Work that facilitates continued use of the building.

Public Benefit Requirements:

One of the primary purposes of the Ebey's Forever Grant Program is to prolong the life of significant historic buildings within the Reserve that provide economic benefit to citizens and enrich the rural community for residents and visitors alike. The following are public benefit requirements for applicants accepting grant funding:

  • Depending on the amount of the grant award, the grant contract will include a five to twenty year term maintenance agreement which specifies public benefit and minimum documentation and maintenance requirements.
  • Public access to the exterior of properties which are not visible from a public right of way will be provided under reasonable terms and circumstances; i.e. Trust Board workshop site visits, nonprofit or school group visits, etc. may be offered at least once per year.

Additional Eligibility Criteria
Eligible applicants: private property owners, non-profit organizations, and local governments whose property is located within the Reserve. Leaseholders may apply for funds in conjunction with the property owner.

Property owners receiving grants must agree to the terms of a temporary maintenance agreement.

Whether a stand-alone project or part of a larger rehabilitation project, all work must comply with the appropriate Secretary of the Interior's Standards for the Treatment of Historic Properties (see Historic materials, features and finishes should be retained, repaired when possible or replaced in-kind. Alternative methods or materials may be considered ona case-by-case basis.

Work not eligible for funding:
- Work that is incompatible with the historic character and nature of the building, such as removing historic fabric and/or using non-historic materials such as vinyl or plywood.
- New construction, i.e. exterior additions or interior renovations, even if such work is considered historically compatible.
- Planning costs (condition assessments, structural investigations, architectural and/or engineers drawings) may not be reimbursed and are not eligible for use toward the applicant's required match.

Properties listed for sale are not eligible for an Ebey's Forever Grant. Neither can they be listed for sale until grant work is completed and necessary paperwork filed.

Pre-Application Information
All application materials must be at the Trust Board Office no later than 5:00 pm Monday, February 28, 2022.

Applications may be submitted by email, snail mail (as long as it is postmarked by Feb. 28, 2022), or dropped off at the Cottage at Sunnyside by 5pm.

Applicants will receive formal notification regarding project funding from Reserve staff following the Trust Board's meeting in March.

Only one structure may be submitted per application. Property owners are welcome to submit multiple applications, though only one grant may be approved per owner each cycle.

Please keep in mind that grant funds are paid out on a reimbursement basis.

Grant funds may only be applied to construction-related cash expenditures and cannot be used to pay for expenditures made prior to the grant contract period.

Recipients of Ebey's Forever Grants are required to provide at least half of the total cost of the project. Matching funds include the recipient's cash outlay, loans, other grants, as well as donated labor and materials, and personal tools used in the project (called "in-kind" donations).

Town or County permit costs cannot be reimbursed, but may be used toward the owner required match.

Assistance from Ebey's Reserve Staff is available by phone, by email, through workshops and scheduled site visits. A pre-application meeting with Reserve Staff is strongly encouraged.

Estimated Size of Grant
Grant award shall not exceed half of the total project cost.

Term of Contract
Project work must be completed by December 31, 2022. If an extension is needed to complete the work, the applicant must submit an extension request letter and renegotiate a new project timeline with Reserve staff.
