Grants to USA federally insured depository institutions for programs that promote economic development in distressed communities. Applicants are advised that required registrations may take several weeks to finalize. Eligible activities include financing and investments and consumer and commercial financing.

Qualified Activities include:

  • CDFI Financing and Investments: Providing loans, deposits, technical assistance, equity, and equity-like loans and grants to CDFIs. CDFIs are financial institutions that specialize in serving individuals and communities that are underserved by traditional financial institutions. CDFIs include banks, credit unions, loan funds, and venture capital funds.
  • Consumer and Commercial Financing: Providing loans, investments, and financial services directly to residents and businesses located in distressed communities. Financial services include basic transactions involving checks, money orders, and certified checks.

Unlike other CDFI Fund programs, the BEA Program provides awards for increasing past activities in distressed communities and not for planned or proposed activities. However, all BEA Program awardees must use their grants for Qualified Activites.

Under no circumstances will an award be higher than $1 million for any Award Recipient.

Eligible Applicants:
- The depository institution holding company of an Insured Depository Institution may not apply on behalf of an Insured Depository Institution. Applications received from depository institution holding companies will be disqualified.
- Eligible Applicants for the BEA Program must be Insured Depository Institutions, as defined in the Interim Rule.
- For the FY 2021 funding round, an Applicant must have been FDIC-insured as of the first day of the Baseline Period, January 1, 2019, and maintain its FDIC-insured status at the time of Application to be eligible for consideration for a BEA Program Award under this NOFA.
- The depository institution holding company of an Insured Depository Institution may not apply on behalf of an Insured Depository Institution. Applications received from depository institution holding companies will be disqualified.

Applicants must be registered with to submit the Grants Application Package. The Grants Application Package consists of one item, the SF–424 Mandatory. In order to register with, Applicants must have a DUNS number and have an active registration with The CDFI Fund strongly encourages Applicants to start the registration process as soon as possible.
