Grant Description
Loans to California nonprofit organizations, for-profit organizations, Tribal entities, and individuals for affordable housing projects that benefit low-income residents. Funding is intended for maintenance, rehabilitation, and new construction activities. Eligible projects serve seniors, large families, individuals with special needs, and at-risk populations. Program funds shall be used for post-construction, permanent financing only.

The Multifamily Housing Program (MHP) provides loans to assist the new construction, rehabilitation, and conversion of permanent and transitional rental housing for Lower-Income households.

Additional Eligibility Criteria
An Applicant is the entity or entities applying to the Department for the Program funding. Such entity or entities may also be the Sponsor. If receiving an Award of funds, the Applicant or co-Applicants will, both individually and collectively, be referred to as the “Recipient” in the Department’s legal documents relative to an Award of a grant, or as “Sponsor” in the Department’s legal documents relative to an Award of a loan.

A Sponsor shall be any individual; joint venture; partnership; limited partnership; special purpose entity formed and controlled by the Sponsor in accordance with UMR Section 8313.2; trust; corporation; cooperative; Local Public Entity; Tribal Entity; or other legal entity; or any combination thereof; which meets the requirements here:

Estimated Size of Grant
The initial per unit base loan amount shall be the following when the Project meets the threshold requirements:
• $250,000 per Assisted Unit (Restricted Unit for MHP), or
• $300,000 per FWHG or VHHP Assisted Unit.
