Grants to Illinois nonprofit organizations and units of government in eligible locations to benefit local seniors. Applicants are required to submit a Letter of Intent prior to submitting a full application. Funding is intended for programs and projects providing transportation and social services for McHenry County seniors.

Eligible Activities:

In keeping with State Statute, grant funds shall be used for the following:

  • Provide supportive social services designed to prevent the unnecessary institutionalization of elderly residents
  • Provide for the operation of, and equipment for, senior citizen centers
  • Provide for transportation vehicles or services for senior citizens

Priority will be given to those agencies and proposals which have an established and favorable track record of providing senior service within McHenry County.

It is strongly encouraged that at least 60% of the requested grant funding be directed toward individuals or senior citizen households with an income that is at or below 80% of the U.S. Department of Housing and Urban Developmentā€™s (HUD) Area Median Income (AMI) for the Section 8 Program.

No one program can receive more than 25% of available grant funds in a given McHenry County fiscal year.

Additional Eligibility Criteria:

McHenry County Senior Service Grant Commission request proposals from units of government and not for profit organizations.

Any not-for-profit charitable organization applying for Senior Services Grant Funding must have been in operation, with 501(c)(3) status, for at least one year prior to submittal of a Letter of Intent (LOI) to Seek Funding. Applicants not meeting this requirement may be considered for funding if affiliated with, and receiving support from, a nationally recognized parent organization.

Grants will not be made to fund:
- Individuals
- Hospitals (for institutional programs and services)
- Nursing Homes (for institutional programs and services)
- Pass-through organizations
- Purely social organizations
- Political parties or candidates
- For-profit organizations
- Advertising journals, booklets, etc.
- Ticket purchases
- Sponsorships
- Construction or capital projects (unlessfunding is used to increase service capacity for which the non-profit organization has already been funded). However, support may not be used as a bank guarantee.
- Non-direct service agencies (defined as agencies that provide administrative, technical, or facility management services to direct service agencies but which do not provide eligible services directly to seniors).
- Start-up agencies (defined as agencies that have not provided any services to any member of the public prior to submission of an application to the Senior Services Grant Fund)
- Debt service payments
- Staff salaries/time devoted toward the preparation of grant applications

Pre-proposal Conference:

On Thursday, May 7, 2020 at 10:00 AM CDT, County staff will host an informational meeting to review the LOI procedures and respond to questions from potential grantees. The meeting will be held using an online meeting portal. Interested applicants are highly encouraged to attend this meeting and should contact Zach Klehr for the meeting link.

Pre-Application Information:

- April 27, 2020 - Notice of Funding Availability (NOFA) and Letter of Intent (LOI) form to be released
- June 12, 2020 - LOI due to the McHenry County Community Development Division no later than 4:00pm CDT
- July 17, 2020 - Senior Services Grant Commission meeting which will review received LOI and provide decision on which applicants will move forward to complete a Full Application
- July 20, 2020 - Full Application released to qualifying applicants
- August 21, 2020 - Full Applications due to the McHenry County Community Development Division no later than 4:00pm CDT
- September 18, 2020 - Senior Services Grant Commission meeting to review Full Applications, interview applicants, and deliberate and recommend grant funding

The LOI is the first step in a formal process to identify final applicants for Senior Services Grant funding. Decisions for the finalist organizations that may proceed to a full application will be made by the Senior Services Grant Commission at its meeting currently scheduled for July 17, 2020 beginning at 8:30 AM CDT.
