Grants to Maryland nonprofit organizations to meet the needs of residents in eligible communities. Some applicants are required to attend an information session prior to submitting a full application. Eligible programs must fall into one of the following focus areas: safety and security and basic human needs. Projects and programs must benefit the residents of Howard County.

Howard County Government is committed to investing in the provision of critical human services by nonprofit organizations in Howard County through the Community Service Partnership (CSP) Grant Program. The purpose of the CSP Grant Program is to partner with nonprofits to equitably meet basic needs and foster safety, security, and well-being for Howard County residents. CSP is targeting its grant dollars to address the following funding areas of focus: Basic Human Needs (Level I) and/or Safety and Security (Level II). Guided by the vision of communities that are connected, resilient, and thriving; we seek to achieve the following results:
  • All people in Howard County have equitable access to services for basic needs and
  • Individuals and families are safe, secure and economically stable.

Applications are accepted from eligible organizations for the following three grant types:

  • Core Support Grants: CSP Core Support Grants support the core operating costs for an organization in equitably and effectively providing critical human services that significantly address the Basic Human Needs and/or advance Safety and Security of individuals and families across Howard County. These grants are intended to support day-to-day operations and long-term organizational sustainability.
  • Safety, Security, & Well-being (SSW) Program Grants: Safety, Security and Wellbeing (SSW) Program Grants support a specific program(s) within an organization in equitably and effectively providing critical human services that significantly address the Basic Human Needs and/or advance Safety and Security of individuals and families across Howard County.
  • Emerging Needs & Opportunity (ENO) Grants: Emerging Needs & Opportunity (ENO) Grants support needs and opportunities that emerge unexpectedly and impact the delivery of critical human services to individuals and families in Howard County. ENO Grants will be awarded for specific, time-sensitive projects. Projects may include community needs that arise out of emergencies or crises, as well as new opportunities that have the potential for measurable impact in the areas of Basic Human Needs and/or Safety and Security. The purpose of these one-time grants is to support nonprofit organizations in effectively responding to community needs that require immediate attention.

Additional Eligibility Criteria:

All applicants must meet the following eligibility requirements:
- Be a nonprofit organization with 501(c)(3) IRS tax exempt status,
- Be seeking funding for services provided to the residents of Howard County, Maryland (if the agency serves a larger geographic area, funding may only be requested for those services that are offered within Howard County, Maryland), and
- Be in compliance with all Federal, State and local housing and human rights laws.
