Grants to Henderson, Nevada nonprofit organizations for community programs and services in the areas of economic development, affordable housing, education, and poverty. Interested applicants are required to attend a workshop prior to applying. Funding is intended to support projects that benefit local residents with low and moderate-incomes.

The Community Development Block Grant (CDBG) awards funding for programs, services, or economic development activities that meet the CDBG eligibility criteria of the U.S. Department of Housing and Urban Development (HUD) and conform to the strategies and goals set forth in the City’s Five-Year (2015-2019) Consolidated Plan (see Plan in Supporting Documents below). 

The goals for the City of Henderson's CDBG program funds during this cycle include:

  1. Assistance with housing to help residents either find or maintain affordable housing or provide services to increase and/or maintain affordable housing stock in Henderson; or
  2. Creation of economic development opportunities for Henderson residents, including job training and job placement programs; or
  3. Educational assistance to increase grade level proficiency, increase graduation rates or provide mentoring services to help students be more successful; or
  4. Other programs or services that demonstrate measurable outcomes designed to reverse the cycle of poverty.

Additionally, projects must address at least one of the City’s priorities listed on page 2 of the RFA listed in Supporting Documents below.

Funded programs and services must provide Henderson residents with increased educational achievement, increased or maintained affordable housing units, increased economic opportunities (job training, job placement, etc.), or increased self-sufficiency of clients as a direct result of the funded services.

Term of Contract:

Applicants will be required to enter into a funding agreement with the City of Henderson with a term of July 1, 2020 to June 30, 2021.

Additional Eligibility Criteria:


1. The Applicant must have documentation of non-profit 501 (c)(3) or 501 (c)(4) status under federal law. Applicant must be a nonprofit organization in good standing with currently effective tax exempt status under federal law.
2. The Applicant must have been in business at least one (1) year prior to the application release date.
3. The Applicant must be identified as active and in good standing with the Nevada Secretary of State’s Office.
4. Applicant must obtain a City of Henderson business license or multi-jurisdictional business license that includes the City of Henderson, prior to commencement of services.

Ineligible activities include the construction or rehabilitation of:

1. Buildings and facilities for the general conduct of government;
2. Sports arenas, auditoriums, concert halls, cultural and art centers, convention centers, museums, and similar facilities that are used by the general public primarily as spectators or observers;
3. Private schools, generally including elementary, secondary & colleges, but excluding neighborhood facilities or in which classes in practical/vocational activities may be taught;
4. Airports, public transit, or terminals or stations and other mass transportation facilities;
5. Hospitals and other medical facilities open to the public generally, but excluding a neighborhood facility or senior center in which health services are offered;
6. Treatment facilities for sewage or liquid industrial waste;
7. The purchase of equipment or construction equipment;
8. Operating and maintenance expenses;
9. General government expenses;
10.Political activities;
11.New housing construction;
12.Income payments.

Pre-proposal Conference:

Technical assistance workshops will be provided for all those interested in applying. Attendance at one of the technical assistance workshops or via consultation is mandatory. Applications will be accepted only from organizations that attend one of the applicable technical workshops or arrange a separate consultation in the case of extenuating circumstances only. Applicants are required to attend only one of the applicable technical workshops. Workshops are limited to the first 35 applicants, therefore you must RSVP your attendance to:
