Grants to Virginia nonprofit organizations and state and local government agencies for health programs that benefit the community in eligible regions. Funding is intended for programs that promote individual accountability for attaining and maintaining good health, address disparities in health care access, encourage wellness, and provide health care services. Eligible programs must serve the City of Williamsburg, City of Poquoson, James City County, and York County.

Funding Priorities: 

Promote lifelong wellness and informed individual choices for all who live in the community

  • Invest the Foundation’s resources to increase opportunities in the community for health and well-being
  • Strengthen partnerships and build networks across all sectors to advance a community culture of health
  • Leverage the Foundation’s influence to increase community demand for health opportunities

Target resources to meet the healthcare needs of the most vulnerable community members

  • Invest in programs and agencies that provide quality health care to the uninsured and under-insured
  • Invest in programs and agencies that enable access to health services and systems to support continuity of care

Increase health opportunities by advocating for their consideration in community decisions and by strengthening agencies influencing health in the service area

  • Create awareness among public and private decision makers of the health impact of local and regional policy decisions
  • Build the capacities of agencies and organizations that advance the Foundation’s mission

Higher consideration will be given to:

  • Programs involving collaboration among organizations
  • Programs funded through multiple sources

Estimated Size of Grant:

The award amount depends on the size of an organization, the scope of its program, and the Foundation’s resources.

Term of Contract:

WHF does not award multi-year grants.

Approved Responsive Grants may receive up to four consecutive years of funding. As with current policy, an agency may apply each of the four years the program is eligible. After the first year, programs may receive up to 75% of the original grant for the second year; 50% the third year; and 25% in the final year of eligibility.

Additional Eligibility Criteria:

Eligible Applicants:
- Organizations must be non-profits with 501(c)3 status, as demonstrated by an IRS determination letter
- State or local government agencies

Ineligible Activities:
- Annual appeals and fundraising
- Endowments
- Real estate acquisition
- Restoration of funds cut by governments or other organizations
- Lobbying

Programs combining health and social service elements must have a clear and compelling health component. Agencies should identify anticipated health outcomes.

Pre-Application Information:

Applications and Supporting Documents must be submitted by 12:00 PM (Noon) on the dates indicated. There are no exceptions to deadlines. Late Applications will not be considered. Complete Applications early to avoid problems.

Letters of Intent (LOI): The process of applying for a Responsive Grant begins with the submission of WHF’s mandatory online Letter of Intent. An agency may submit no more than two Letters of Intent per cycle, and no agency may receive more than two Responsive Grants in any calendar year.

LOI Review and Invitations to Submit Full Grant Applications: After the LOI submission deadline has passed, WHF program officers will review all of the submitted LOIs. After this review, the Foundation will contact applicants via email to inform them of their status. For those organizations that are invited to submit a Full Grant Application, additional information will be sent by email. An invitation to submit a Full Grant Application does not mean the submission will result in funding.
