Applicant organizations must have their headquarters and operate most of their activities in one of the Foundation's partner communities.

Grant awards will generally be based on a percentage of an organization’s actual operating expenses for its most recently completed fiscal year. The percentage will be based on the following scale:
- Actual Expenses: $1 million and above
- Target Funding Range: 3% - 7%
- Actual Expenses: $250,000 – $999,999
- Target Funding Range: 5% - 9%
- Actual Expenses: Up to $249,999.99
- Target Funding Range: 5% - 15%
- Actual Expenses: Historical Societies
- Target Funding Range: 5% - 25%
The 2020 grant cycle (GC20) offers funding for expenses incurred between January 1, 2020 and December 31, 2020.
