Grant Description
Grants to Utah nonprofit arts and cultural organizations and government agencies in eligible locations to improve recreational facilities and cultural arts programming. For organizations, funding may be used for programs in a wide range of disciplines related to arts and culture. For agencies, funding may be used for construction projects and general operations of recreational and cultural facilities. Eligible applicants serve residents of the City of Orem.

Three types of CARE grants are available for nonprofit organizations:

  • Major Grants
  • Mid-Major Grants
  • Mini-Grants

Facilities Grants are available to government entities.

CARE grants to both nonprofit and government entities may only be used for purposes outlined by state law:

  • City of Orem or Another Government Entity: Allowable Uses limited to: Capital development (construction) and ongoing operations of government-owned or operated recreational and cultural facilities. Funds may not be spent on program expenses.
  • Private Non-Profit Organization: Allowable Uses limited to: Operations of nonprofit cultural-arts organizations (programs). Funds may not be spent on construction or building improvements.

Qualifying organizations must have as their primary purpose the advancement and preservation of one or more of the following eligible disciplines:

  1. Natural history;
  2. Art;
  3. Music;
  4. Theater;
  5. Dance; or
  6. Cultural arts, including literature, a motion picture, or storytelling.

Priority will be given to organizations that can solicit and receive matching funds. Priority will be given to organizations that can demonstrate a strong connection to the community, have a substantial track record and show a stable history.

Additional Eligibility Criteria
Both nonprofit and government entities (including the City of Orem) may receive CARE funds.

Private nonprofit cultural organizations requesting Major and Mid-Major Grants must be 501(c)(3) nonprofit entities at the time of the application deadline. Private nonprofit cultural organizations requesting Mini Grants must be 501(c)(3) nonprofit entities or registered with the State of Utah as nonprofit corporations with an active status at the time of the application deadline.

Pre-Application Information
The City of Orem CARE Application, due by 5:00 PM on April 1, 2023, covers activities between July 1, 2023, and June 30, 2024, which would be supported by CARE grant funds.

- May/ June: Grants awarded

All non-City entities will be required to enter into a contractual agreement with the City of Orem before funds can be released. Once the contracts are signed, funds are generally made available in July. Generally, mini and mid-major grant recipients receive the money through a reimbursement process. Major-grant recipients receive their funding in one lump-sum.
