Grants to Washington IHEs, K-12 public school districts, agencies, and tribal governments for projects to lower operational expenses and increase efficient energy usage. Projects in small towns and cities will receive special consideration. Funding is intended for energy efficiency retrofits that result in energy and operational cost savings on eligible public buildings.
Projects can save electricity, natural gas, water, or other resources consumed at the facility. Priority is given to school districts that remove lighting fixtures with polychlorinated biphenyl (PCBs).

The maximum award is $500,000 per applicant. There is no minimum award amount.
The period of performance of any successful applicant project resulting from this RFP is expected to be completed within 30 months of receipt of the contingent award letter. Amendments extending the period of performance, if any, shall be at the sole discretion of the COMMERCE. The period of performance includes up to 18 months for construction and a minimum of 12 months Measurement and Verification.
