Grants to Pennsylvania nonprofits and municipalities in Cumberland County for ordinance and planning assistance and to promote environmental protection and park and recreation development. Applicants must first schedule a meeting with program staff to discuss the scope and intent of the proposed project.

Financial assistance will fall under four separate categories:

Land Acquisition
The Land Partnerships Grant Program will assist applicants in purchasing land or conservation easements on properties that provide one or more of the following benefits:
- Agriculture Preservation: working farms that sustain the agricultural economy of Cumberland County and local municipality.
- Natural Resource Protection: lands that protect our water or other natural resources or provide wildlife habitat.
- Parkland: lands that provide active or passive recreational opportunities for current and future generations.
- Greenways and Trails: linear open space corridors that may serve recreational or natural resource purposes.

Park, Trail and Greenway Development
As Cumberland County’s population grows, so too does the future demand for parks, trails, and other recreational facilities. Such facilities provide recreational opportunities for present and future generations and contribute to the quality of life of the community.

Park, Trail and Greenway Development grants may be used for rehabilitation of existing parks and development of new park, trail, greenway and open space facilities. Project examples include, but are not limited to:
- Construction of site improvements such as athletic fields, trails, roads and parking areas, and landscaping
- Construction of site amenities such as signage, lighting, and restrooms
- Purchase of capital/equipment such as playground equipment, picnic tables, and park benches

Water Resource Management
Examples of eligible projects include implementation of best management practices that improve water quality such as:
- Implementation of innovative stormwater practices such as rain gardens or bioretention areas
- Stream restoration activities
- Riparian buffer establishment
- Tree planting
- Wetland restoration
- Conservation planning assistance for agricultural operations

Planning and Ordinance Assistance
Program Change for 2018: All planning and ordinance assistance projects are now eligible for funding. Planning and ordinance assistance grant applications do not have to focus solely on natural resources or parks/trails/greenways.

Local implementation is essential in achieving the countywide vision articulated in the Cumberland County Comprehensive Plan. The Planning and Ordinance Assistance category of funding in Land Partnerships enables municipalities to conduct planning studies and update comprehensive plans and ordinances that are consistent with the county comprehensive plan. Following are examples of eligible projects under the Planning and Ordinance Assistance component of Land Partnerships:
- Comprehensive Plans, new plans or amendments to existing plans
- Zoning Ordinances, new ordinances, amendments to existing ordinances, or overlay districts
- Subdivision and Land Development Ordinances
- Official Maps
- Special Plans (i.e. revitalization, park/trail master plan, open space/park/recreation plan, natural resource protection, etc.)
- Planning Studies (i.e. transportation studies, economic development, market analysis).
- Other planning tasks as deemed eligible by the Cumberland County Planning Department staff.

Multi-municipal plans, ordinances, and studies are encouraged and will be given funding priority. Plans, ordinances and studies developed or amended through this program must be reviewed and recommended for municipal approval by the Cumberland County Planning Commission and be adopted and/or accepted by the municipality(s) in order to receive funding.

Estimated Size of Grant:

- Land Acquisition: $100,000 maximum grant
- Park, Trail & Greenway Development: $100,000 maximum grant
- Planning and Ordinance Assistance: $20,000 maximum grant
- Water Resource Management: $50,000 maximum grant

Multi-Municipal Application - Each municipality may request the individual maximum grant request and combine the funding for a multi-municipal application.

Term of Contract:

Grant funds should generally be expended within a two (2) year time period from the date of grant contract execution. Land acquisition grants agreements are one (1) year.

Additional Eligibility Criteria:

The following entities are eligible to apply for funding under the Land Partnerships Grant Program:
- Any municipality in Cumberland County. Multi-municipal applications are eligible and encouraged. A private entity with an interest in land preservation and conservation may apply in partnership with a municipality to submit an application.
- Not-for-profit organizations with 501(c)3 status that have an identified focus on natural resource protection, agriculture preservation, parks and trails, or land conservation.

Program funds cannot be used to acquire lands subject to an eminent domain proceeding or land required for dedication through the land development process.

Land Acquisition - The following costs shall not be considered eligible under this program:
- Grant preparation costs
- Project administration, overhead and staff costs of applicant

Park, Trail & Greenway Development - The following costs shall not be considered eligible under this program:
- Monuments or memorials
- Concession facilities
- Grant preparation costs
- Project administration, overhead and staff costs of applicant
- Facility maintenance costs and equipment maintenance costs such as tractors and mowers

Planning and Ordinance Assistance - The following costs shall not be eligible under this program:
- Grant preparation costs
- Project administration, overhead and staff costs of applicant
- Rental or meeting facilities and food expenses

Water Resource Management - The following costs shall not be considered eligible under this program:
- Grant preparation costs
- Project administration, overhead and staff costs of applicant

Pre-Application Information:

Application for 2018 round of funding are due Friday, June 29, 2018. All applications must be received by the deadline. Grant awards are expected to be announced by September 31, 2018.

A pre-application meeting is required in order to submit an application. Contact Stephanie Williams to learn more about the grant program or schedule a pre-application meeting.

Cumberland County generally will not fund more than 50% of the total cost of an approved project. The grantee is required to provide the remaining contribution through a cash match or in-kind contributions. Proposals to substitute some or the entire required local cash match with in-kind services or property, real or personal, should be discussed with the Cumberland County Planning Department staff prior to submission of the application. Other local, state, federal or private funding sources are eligible matches to the county funding. Applications that exceed the 50% local match will receive priority consideration.

Special funding consideration will be given to multi-municipal Planning and Ordinance Assistance projects. Cumberland County shall consider funding requests for up to 70% of the total project cost of such regional initiatives.
