Grants to Indiana organizations in eligible locations to address and treat drug and alcohol use and abuse. Funding is intended to support projects in the areas of treatment, prevention, and criminal justice. Eligible proposals should address problems related to alcohol and drug abuse that affect the population of Elkhart County.

Each year, the Elkhart County Drug-Free Partnership publishes a Request for Proposals (RFP) inviting related organizations to submit applications for funding of programs consistent with the Elkhart County Drug-Free Partnership’s mission that relate to Elkhart County's Comprehensive Community Action Plan on record with ICJI. 

Proposals must be consistent with the Elkhart County Drug-Free Partnership mission and promote improvement in areas where ATOD use and abuse is a concern. Projects must fall under one of the following categories: criminal justice, prevention, or treatment. By law, the Partnership is only able to fund programs/projects that strongly address a noted problem statement and provide solutions which will help the Partnership meet the identified goal.

Members of the Elkhart County Drug-Free Partnership have established four problems currently affecting the population of Elkhart County related to drug abuse and treatment. Those problems are outlined in the Comprehensive Community Plan and guide the Partnership’s work and funding each year.

  • Medication Disposal: People in Elkhart County need a safe way to dispose of unused medication on a regular basis.
  • Perception vs. Reality: There is a gap between the “perception” and the “reality” of both use and the harmful nature of substances (including alcohol, marijuana, prescription drugs and other drugs).
  • Treatment: Local treatment agencies report the continual need to subsidize treatment for clients between 20-50% due to financial barriers. This is particularly true for individuals coming out of the justice system.
  • Overtime for officers: Law enforcement requires additional resources for alcohol and other drug-related crimes.
