Grants of up to $5,000 and grants of up to $75,000 to Kingston, Ontario nonprofit organizations that provide cultural and heritage programming to local communities to support general operations. First-time applicants are strongly encouraged to consult with program staff prior to applying.

Two levels of operating grants will be available in the 2017-2018 grant cycle:

Full Operating Grant:

CKHF Full Operating Grants are intended to assist organizations with operational stability and enable development and delivery of their programs and services in the community. Operating grants will support core operating expenses and programming costs in line with CKHF municipal and cultural heritage sector objectives outlined below.

City of Kingston Objectives:
(i) Culture and creativity are important sources of wealth creation and are being leveraged to develop community vitality;
(ii) Align tourism marketing and attraction strategies, creating greater return-on- investment and refocusing marketing strategies;
(iii) Create awareness and civic pride in local history and heritage;
(iv) Heritage and culture are key to a vibrant community and are economic drivers for the local economy;
(v) Enhance Kingston’s distinctive identity, enrich the cultural life of residents and attract newcomers, audiences and visitors from around the world;
(vi) Build the creative experiences that are the basis of an authentic tourism strategy;
(vii) Embrace Kingston’s powerful historical narrative, built heritage, and natural heritage features, as unique resources that can be used to tell Kingston’s stories;
(viii) Use cultural heritage to enhance the reputation of the City of Kingston as a community where history and innovation thrive; and
(ix) Support initiatives that align with the City’s strategic objectives and promotion of heritage and cultural vitality.

The following costs are deemed eligible for funding under the CKHF Full Operating Grant stream:
(i) Rent, lease, or mortgage and utility costs;
(ii) Financial management;
(iii) Salary and wages;
(iv) Professional development costs;
(v) Liability insurance;
(vi) Collection management;
(vii) Exhibition, programming, and promotions;
(viii) Property maintenance, security, and cleaning;
(ix) Office supplies and minor capital (non-fixed equipment).

Investment Operating Grant:

CKHF Investment Operating Grant funds are intended to support capacity building initiatives for Kingston’s cultural heritage organizations to advance their capacity and long-term sustainability. Operating Grants will support core operating expenses and programming costs in line with CKHF municipal and sector objectives outlined below.

City of Kingston Objectives:
(i) Culture and creativity are important sources of wealth creation and are being leveraged to develop community vitality;
(ii) Align tourism marketing and attraction strategies, creating greater return-on- investment and refocusing marketing strategies;
(iii) Create awareness and civic pride in local history and heritage;
(iv) Heritage and culture are key to a vibrant community and are economic drivers for the local economy;
(v) Enhance Kingston’s distinctive identity, enrich the cultural life of residents and attract newcomers, audiences and visitors from around the world;
(vi) Build the creative experiences that are the basis of an authentic tourism strategy;

The following costs are deemed eligible for funding under the CKHF Investment Operating Grant stream:
(i) Rent, lease, or mortgage and utility costs;
(ii) Financial management;
(iii) Staff salaries and wages;
(iv) Liability insurance;
(v) Office supplies;
(vi) Exhibit and program development costs;
(vii) Professional development costs;
(viii) Property maintenance, security, and cleaning.

Cultural Heritage Sector Objectives for both categories include:

(i) Leverage municipal investments in museums, heritage projects, cultural groups and historical societies, to increase their profile, capacity, impact, relevance, and sustainability;
(ii) Encourage the development and creation of innovative cultural heritage programming and initiatives that promote cultural vitality;
(iii) Increase access to quality local cultural heritage activities;
(iv) Support and promote the preservation, protection, documentation and conservation of significant Kingston artifacts and archival materials;
(v) Develop the means of organizing, collecting, and interpreting Kingston’s stories, both tangible and intangible, and engaging the community at all levels of the process;
(vi) Encourage collaboration with other orders of government, and the business and community sectors;
(vii) Seek professional development opportunities that benefit the cultural heritage sector, in collaboration with other stakeholders; and
(viii) Nurture the capacity and quality of heritage in Kingston, while fostering excellence.

$250,605

Full Operating Grants are not to exceed $75,000

Investment Operating Grants are not to exceed $5,000.

CKHF operating grants will provide funding in single-year increments. Those organizations in receipt of a CKHF Operating Grant will be eligible to reapply in the following year. No grant will be made retroactively, or to fund deficits or shortfalls.

CKHF grants are to be spent prior to December 31, 2018.

CKHF Full Operating Grant:

To be eligible to apply for a CKHF Full Operating Grant, organizations must meet all of the following criteria:

(i) Be located in the City of Kingston with the related activities of the organization taking place within the City of Kingston;
(ii) Be a nonprofit organization, whose fundamental focus is cultural heritage;
(iii) Be directed by recognized cultural/heritage professionals and/or experienced volunteers;
(iv) Exhibit high standards in programming and in cultural heritage resource management;
(v) Fulfill a significant role in Kingston’s cultural heritage community;
(vi) Provide or facilitate events, materials, communications and/or services which interpret and convey the cultural heritage of Kingston to residents and visitors;
(vii) Demonstrate financial need;
(viii) Be financially stable and fiscally responsible (i.e. diversified revenue base, annual budgeting process, proper financial records and reports, support from an accredited bookkeeper/financial advisor);
(ix) Have a sound governance model which provides for staff/volunteer/board recruitment and development, planning, committees and partnerships; and
(x) Have previously been in receipt of a CKHF Project Grant and/or Investment Grant, and have satisfactorily completed all reporting requirements required under the CKHF funding stream.

In order to be considered an eligible organization under all CKHF Operating Grant Guidelines, applicant organizations must meet all of the following criteria:

(i) The applicant organization must be incorporated as a nonprofit organization (or registered charity with the Canada Revenue Agency) in and of itself for a period of at least two years at the time of the application deadline.
(ii) The applicant organization mandate or mission must focus on cultural heritage as the primary objective of the organization.
(iii) The activities of the organization must be consistent with its mandate and/or mission.

Normally, the following organizations will not be eligible for CKHF Operating Grants:

(i) Academic units of publicly or privately funded educational institutions (Universities, Colleges, training centers, etc....);
(ii) Prganizations and activities outside the City of Kingston;
(iii) For-profit organizations;
(iv) Cultural heritage institutions that are wholly owned and operated by senior levels of government.

Organizations in receipt of operating or similar project funding from the City of Kingston separate from the CKHF are deemed ineligible for funding through the CKHF program for the duration of their municipal support agreement. A CKHF Operating Grant will not normally be awarded to an applicant that budgets on a deficit basis and/or successively operates on a deficit basis.

CKHF Full Operating Grant funding may not be used for the following:
(i) Start-up costs;
(ii) Seed money for projects or events;
(iii) Major capital expenses including, but not restricted to: land purchase, facility renovations, fixed equipment;
(iv) To benefit a for-profit venture;
(v) Deficit reduction;
(vi) Built heritage preservation projects.

CKHF Investment Operating Grant:

To be eligible to apply for a CKHF Investment Operating Grant, organizations must meet all of the following criteria:

An Information Open House about the 2017-2018 City of Kingston Heritage Fund will be held at the KAM Offices (837 Princess St., Suite 203A) on Monday, August 21 at 6:30 PM.

A free Grant Writing workshop will be held on Wednesday, August 23 at 6:30 PM.

For the 2017-2018 CKHF grant cycle there are $250,605 available for distribution. Of this total, approximately 75% will be available to be awarded through the operating grant streams.

First time applicants are strongly encouraged to discuss their intention to apply for CKHF funding with KAM’s Grant Review Officer, prior to submitting an application.

Applications may be submitted on or before 3:00 PM on Wednesday, September 13, 2017.

-Applicant notification on or about Dec. 20, 2017 (following adjudication, approval by the KAM Board of Directors and ratification by Kingston City Council).
-Distribution of grants on or about Jan. 23, 2018.
-Interim reports due on or before July 18, 2018.
-Project completion date on or before Dec. 31, 2018.
-Final reports due on or before Mar. 15, 2019.
