City of Rockwall
Grants to Texas nonprofit organizations in eligible locations for programs and events to increase local tourism. Funding is intended for activities that attract visitors from outside the city, increase hotel occupancy rates, and promote the hotel and convention industry. Programs must fall in the areas of historic preservation, the arts, or advertising and tourism. Event advertising must be a key element of the project. Activities must take place in Rockwall.
There is a two-part test that every expenditure of local hotel occupancy tax must meet to be valid.
Test #1: Every expenditure must directly enhance and promote tourism and the convention and hotel industry.
A funded event or facility must be likely to do two things:
Test #2: Every expenditure must fit into one of the following nine (9) statutorily provided categories for expenditure of local hotel occupancy tax revenues.
