Grants and in-kind support to Ontario registered charities and community organizations for projects that improve the quality of life and the economy in eligible regions. Funding areas of interest include human services, health, the environment, recreation, heritage, and arts and culture. Eligible organizations serve Prince Edward County.

Purpose of the grant:

  • To promote the self-sufficiency of community non-profit groups and programs by encouraging those in receipt of funding from this grants program to become self-supporting.
  • Preference is given to new initiatives but a promising program may receive more than one grant in its early years provided there is evidence that the program is developing successfully. An established program may receive a grant when it faces a new opportunity or an unexpected problem.

In 2021: Adjudicators will consider and favor applications that have COVID-19 neutrality factors and can run regardless of pandemic limitations. All grants approved will be subject to prevailing public health advisories and practice. 

Priority will be given to projects that align with the strategies of the Municipality and The County Foundation such as:

- Grants up to $5,000 in cash and in-kind, max $2,500 in cash.
- Grants for $1,000 or less – in-kind only.

Additional Eligibility Criteria:

The Municipal Community Grants Program is open to:
Not-for-profit organizations that support and provide programs and services in the following areas: arts, culture, heritage, recreation, environment, health and human services.

The Applicant must be a Qualified Donee as defined by the Income Tax Act, or be working in collaboration with a Qualified Donee. Qualified Donees include registered charities, municipalities, schools and universities, and other categories.

The County Foundation has adopted their Statement on Inclusion and requires organizations who are receiving grant funding to also be inclusive.

School boards; for-profit businesses; service clubs; sectarian, religious or political entities; and individuals are not eligible.

For new initiatives there is a request for a “Business Plan.” This includes:
- Who is the market and how you have determined the NEED and DEMAND. Who did you consult? Or partner with to get support.
- Examples, perhaps from other communities, where a similar project/program has thrived.
- What risk factors exist (SWOT Analysis), could including competing events or programs.
- And then the budget will quantify the revenues and the expenses.

This Municipal Community Grants Program will not fund any projects or groups under any of the following circumstances, where:
- The funding is considered primary and/or covers operation costs for day-to-day administration;
- Activity takes place outside of PEC; grant is to fund a deficit or funding shortfall;
- The application and component pieces are deemed to be incomplete;
- Provide endowment funds or accumulated surpluses;
- Any previously granted funds are not fully reconciled and all reports received;
- The applying organization does not meet eligibility criteria;
- Annual fund drives and fundraising activities for sustaining support;
- The organization does not meet General Granting Conditions set out by TCF.

It is not the practice or policy of The County Foundation to provide grants that add to organizational endowments or future operating funds. To that end, The County Foundation has the following guideline that organizations applying for TCF grants not have Unrestricted Reserves greater than 90% of a typical year’s operating budget.

Organizations are strongly encouraged to participate in one to ensure their project is aligned before unnecessary effort goes into developing a quality application.

Pre-Application Information:

Applications for the 2021 program are due: February 26, 2021 at 12:00 noon.

- The County Foundation does not accept late submissions under any circumstances. If there is a technological problem please contact the Foundation by email or phone before the deadline to make an arrangement.

- Applications open: January 20, 2021
- All applicants are encouraged to seek a consultation with TCF in advance of preparing their application.
- Only one request per not-for-profit organization will be considered in a fiscal year.
- All submitted applications for grants will receive a follow-up email from The County Foundation within 48 hours of receipt. If you do not receive any acknowledgment of your application please contact the Foundation who may ask you to re-submit.
- Organizations requesting over $5,000 may be requested to attend a meeting with the Adjudication Committee.
- Your organization’s current policy regarding maintaining up-to-date vulnerable sector checks for staff and volunteers must be attached to your application if your project involves working with anyone in the vulnerable sector (e.g. children, seniors, people with physical challenges).
