Grants of up to $55,000 to local Oklahoma government entities to make infrastructure improvements in small, rural communities. Projects may include industrial access road construction or repair, road and street construction or repair, rural highway improvements, drainage projects, and county bridge construction or repair among other specific transportation projects.

The Oklahoma Legislature has appropriated funding for small, rural communities with populations under 7,000 called the Rural Economic Action Plan (REAP). According to state legislation, the funds related to REAP projects are distributed through the 11 councils of government in the state, including ACOG.

REAP grants may include improvements in rural water quality, rural solid waste disposal or treatment, rural sanitary sewer construction or upgrades, provision of rural health care services (including emergency medical care), telecommunications improvements, projects that increase employment levels, and municipal energy distribution system improvements.

80 percent of REAP funds must be spent for projects appearing in these six categories listed below:
1. Rural water quality projects, including acquisition, treatment, distribution, and recovery of water for consumption by humans or animals or both
2. Rural solid waste disposal, treatment or similar projects
3. Rural sanitary sewer construction or improvement projects
4. Rural road or street construction or improvement projects
5. Provision of rural fire protection services and public safety services
6. Expenditures designed to increase the employment level within the jurisdiction of the entity

Estimated Size of Grant:

The maximum grant size is $55,000.

Additional Eligibility Criteria:

Applicants must be qualified government entities.

Ineligible projects include activities not encompassed within the statutory categories and not meeting the statutory population thresholds and include:
- Consumable goods and office supplies
-Personnel costs
- Park projects including park maintenance equipment (except community centers and similar public facilities located in parks which are eligible- (see #10 above)
- Fairground projects (except community centers and similar public facilities located in fairgrounds which are eligible- see #10 above)
- Mowers and lawn equipment
- Veterans memorials
-Codification of ordinances,
- Capital Improvement Plans (CIP)
- Comprehensive land use Plans
- Housing projects/programs (demolition, emergency repair, rehabilitation, and construction)
- County maintenance barns or any other district-wide projects for county commission districts with population of 7,000 or greater.

Pre-proposal Conference:

REAP application workshops have been scheduled for Thursday, August 8, 2019, from 10 AM until 12 noon and another on Thursday, September 2019, at 6:00 PM. The workshops will be held at ACOG, 4205 N. Lincoln Blvd, Oklahoma City, OH.

Pre-Application Information:

The application deadline is October 31, 2019, 4:00 PM.

- ACOG assistance to applicants: July to October 2019
- REAP application workshop: August 8, 2019 @ 10:00 a.m.
- REAP application workshop:. September 12, 2019 @ 6:00 p.m.
- Deadline for application submission: October 31, 2019 @ 4:00 p.m.
- Review of applications by ACOG: November & December 2019
- Board of Directors’ selection and approval of REAP grants: December 12, 2019
- REAP applications due to the Oklahoma Department of Commerce: December 31, 2019
- Acceptance of grants by selected entities: January and February 2020
- Contracts between ACOG and funded entities are distributed: June and July 2020
