Grants to Pennsylvania nonprofit organizations to enhance the quality of life for local residents. Funding is intended for community benefit activities in the areas of arts, community, education, and healthcare. The purpose of this program is to support charitable, scientific, religious, literary, and educational purposes within the Commonwealth of Pennsylvania and primarily within Dauphin, Cumberland, Lebanon, Perry, and Juniata Counties. Grants will be considered to charities and institutions outside Pennsylvania so long as they serve in part an area, persons, or communities within the Commonwealth.

Allowable Expenditures – the following list is not exhaustive, but includes most items.  

  • Consulting or contractual services – applicants must select the consultant before the application is submitted and demonstrate in the application that the proposed consultant is qualified to perform the needed work or service; 
  • Evaluation to show the extent to which the project has met its goals;  
  • Furnishings that are necessary to support the project;  
  • Hardware, software, and/or technology necessary to support the project;  
  • Indirect costs;   
  • Salaries and benefits for temporary staff to be employed for the project OR temporary staff to be employed to cover duties of full-time personnel while the full-time person works on the project. Temporary staff means part-time or fulltime personnel hired specifically to help carry out the project, or additional hours for existing part-time staff. The project description should clearly explain the need for added staff.  
  • Supplies necessary to support the project;  
  • Travel and/or training expenses related to the project for project staff; and  
  • Other expenses that are reasonable and necessary to support the project.

Additional Eligibility Criteria:

Charitable organizations may apply for funds. Applicants must include a copy of the 501(c)3 nonprofit letter of determination or other proof of tax exempt status.

Unallowable Expenditures - the following list is not exhaustive, but includes most items.
- Fundraising costs;
- General operating support;
- Ongoing expenditures such as subscriptions, utilities, Internet access, or other services;
- Pre-award costs;
- Promotional items and memorabilia including gifts, incentives, and souvenirs;
- Refreshments, entertainment, ceremonies, receptions, or social events;
- Salaries, wages, and/or benefits for existing full-time employees; and
- Other expenses prohibited by state or federal regulations.
