Grant Description
Grants to Texas nonprofit and for-profit organizations, government agencies, and housing organizations for community and economic development projects in eligible locations. Funding is intended for programs and activities that serve low- to moderate-income individuals, aid in the prevention of slums or blight, or meet an urgent community need, such as disaster relief. Eligible projects are within the city limits of New Braunfels or provide services to New Braunfels residents.

Funds are distributed throughout the community to provide eligible recipients with annual grants that can be used to revitalize neighborhoods, expand affordable housing, provide economic opportunities, and improve community facilities and services, primarily supporting low and moderate-income persons.

Funding received from Housing and Urban Development (HUD) for CDBG activities or projects is used locally to meet priority community needs identified in the City of New Braunfels' Consolidated Plan. All activities carried out with CDBG funding must meet one of the following national objectives:

  • Benefit low and moderate-income persons; Aid in the prevention or elimination of slums or blight; or Meet community development needs having a particular urgency e.g., response to a hurricane, tornado, flood, or similar disaster

Additional Eligibility Criteria
The City of New Braunfels can award Community Development Block Grant (CDBG) funding to non-profit organizations, for-profit businesses, or other government agencies for carrying out eligible CDBG activities that meet national objectives and priorities.

Ineligible
Applicants on the Federal or State de-barred list are not eligible to apply for or receive CDBG funds.

The general rule is that any activity that is not authorized on the eligible activities list or in the regulations is not eligible to be assisted with Community Development Block Grant (CDBG) funds, including:
- Buildings used for the general conduct of government
- General government expenses
- Political activities
- Purchase of equipment, including construction equipment, fixtures, motor vehicles, furnishings, and other personal property (unless part of a public service of grant administrative expense)
- Operating and maintenance expenses, including maintenance and repair of streets, parks, playgrounds, water and sewer facilities, neighborhood facilities, senior centers, centers for persons with disabilities, parking and other public facilities and improvements
- New housing construction
- Income payments for subsistence (welfare payments)

Pre-Application Information
Complete hardcopy or electronic application packets will be accepted until March 22, 2023, by 4:00 PM (local time).

First-time applicants are encouraged to submit a description of the requested activity by email and/or schedule a meeting with CDBG Program Support Staff.

Term of Contract
Grant awards will be dependent upon receipt of actual PY23 funding allocated to the City by HUD and will be made effective October 1, 2023, through September 30, 2024
