Grants to Kansas nonprofit organizations and local government agencies to address homelessness. Funding is intended to provide services to homeless individuals and those at-risk of experiencing homelessness through building or improving shelter facilities, providing housing assistance, and implementing homelessness prevention activities.

The Emergency Solutions Grants Program (ESG) program provides funding to (1) engage homeless individuals and families living on the street; (2) improve the number and quality of emergency shelters for homeless individuals and families; (3) help operate these shelters; (4) provide essential services to shelter residents, (5) rapidly re-house homeless individuals and families, and (6) prevent families and individuals from becoming homeless.

Term of Contract:

Assistance to Eligible Persons/Households funded through the Emergency Solutions Grant cannot exceed 24 months of rental assistance, 24 months of utility payment assistance, or 6 months of arrears (utility/rent) during any three-year period.

Additional Eligibility Criteria:

Kansas Housing Resources Corporation (KHRC) as a State Recipient must subgrant all of their ESG funds (except for funds for administrative costs and, under certain conditions, HMIS costs) to units of general-purpose local government and/or private nonprofit organizations.

Homeless individuals or families include:
- Those who lack a fixed, regular, adequate nighttime residence
- Those who will lose their primary nighttime residence within 14 days
- Unaccompanied youth under 25 years of age, or families with children and youth who have not had permanent housing in the past 60 days
- Those fleeing or attempting to flee domestic violence.

Emergency Solutions Grant (ESG) services are accessed through homeless service organizations in participating cities and counties.
