In-kind services to USA nonprofit healthcare centers, medical schools, local health departments and agencies, hospitals, and consortia to improve internet connectivity and enhance the delivery of services. Funding is intended to increase the efficiency of health-related facilities that are located in rural areas by increasing broadband capabilities and upgrading network equipment. Applicants may apply as an individual healthcare provider or as a consortium, which is a group of two or more health care providers which can be both rural and non-rural.

Eligible Expenses:

  • Telecommunications and broadband services / network equipment
  • Consortium applicants: Health Care Provider (HCP) — constructed and owned — network facilities
  • Consortium applicants: Upfront payments

Connections associated with off-site data centers and off-site administrative offices used by eligible HCPs for healthcare purposes are eligible for funding.

Term of Contract:

Can request multi-year funding for up to three funding years. Funding year (FY) 2021 will take place from July 1, 2021 through June 30, 2022.

Additional Eligibility Criteria:

To be eligible in the RHC program, the applicant must be a public or nonprofit entity.

Eligible applicants must be one of the following types of facilities:
- A post-secondary educational institution offering health care instruction, such as teaching hospitals or medical schools,
- A community health center or health center providing health care to migrants,
- A local health department or agency,
- A community mental health center,
- A not-for-profit hospital,
- A rural health clinic,
- A dedicated emergency room of a rural for-profit hospital,
- A skilled nursing facility (SNF), or
- A consortium of health care providers (HCPs) that includes at least one of the facilities mentioned in above (HCF Program only)

The HCP site must be in a rural location as defined by the FCC. If your site is not located in a rural area, it still may be eligible to apply to the HCF Program as part of a consortium.

Pre-Application Information:

January 4, 2021 is the first day applicants can submit funding requests (FCC Forms 462 and 466) for FY2021. The filing window period for FY2021 is January 4 – April 1, 2021. This means that you must submit your funding requests (FCC Forms 462 or 466) as early as January 4 and no later than 11:59 p.m. ET April 1, 2021 to be considered to receive funding for FY2021. Applicants are highly encouraged to submit application forms as early as possible in the filing window. Other application forms for FY2021 (FCC Forms 460, 461, or 465) are accepted prior to January to begin the application process.
