Grant to a USA or territories agency, business, Tribe, nonprofit, or IHE to collect, verify, and analyze documentation related to the activities of state and local juvenile court systems. Applicants are advised that required registrations may take time to complete. Information will be released online for public access.

The Archive, managed by NIJ, generates annual estimates of juvenile court caseloads and processing decisions based on data contributions from juvenile courts across the nation. The most recent Juvenile Court Statistics report is based on analyses of data from more than 2,500 juvenile courts with jurisdiction over 87 percent of the U.S. juvenile population in 2018. In addition, the Archive provides juvenile justice researchers with the ability to access automated juvenile court data sets, study a wide range of national and subnational juvenile justice issues, monitor trends in juvenile offending, and identify emerging issues.

The Archive provides empirical information on the nation's juvenile courts and juvenile offenders (including the most serious offense charged, level of court processing, and sanctions ordered) to support federal, state, and local policy and program development as well as a wide range of basic, applied, and legal research.

NIJ expects applicants to describe their plan to meet the core activities of the Archive:

  • Juvenile court case data collection and processing.
  • Juvenile court data use and dissemination.
  • Juvenile court case data-quality improvement.

For purposes of this solicitation, the term “State” means any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virginia Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.

Any award made to a federal agency will be made as an inter-agency reimbursable agreement.

NIJ will consider applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees).

Foreign governments, foreign organizations, and foreign colleges and universities are not eligible to apply. Federal agencies are eligible to apply.

What will not be funded:
- Applications primarily to purchase equipment, materials, or supplies. (A budget may include these items if they are necessary to conduct research, development, demonstration, evaluation, or analysis.)
- Applications that are not responsive to the purposes of this specific solicitation.

Pre-Application Information:

The SF-424 and the SF-LLL will be submitted in Grants.gov by 11:59 PM eastern time on March 17, 2021. OJP urges applicants to submit applications at least 72 hours prior to the application due date to allow time for the applicant to receive validation messages or rejection notifications from Grants.gov and to correct in a timely fashion any problems that may have caused a rejection notification.

The full application will be submitted in JustGrants by 11:59 PM eastern time on March 30, 2021.

In FY 2021, applications will be submitted to DOJ in a NEW two-step process.
- Step 1: Applicants will submit an SF-424 and an SF-LLL in Grants.gov at https://www.grants.gov/web/grants/register.html. To register in Grants.gov, applicants will need to obtain a Data Universal Numbering System (DUNS) and System for Award Management (SAM) registration or renewal.
- Step 2: Applicants will submit the full application including attachments in JustGrants at JustGrants.usdoj.gov.

To be considered timely, the full application must be submitted in JustGrants by the JustGrants application deadline.
