Grants of up to $30,000 to Georgia nonprofit organizations and governmental agencies in eligible counties for emergency assistance to benefit residents. Funding is intended to provide assistance related to food, shelter, rent, mortgage, and utilities. Funding should assist residents in DeKalb and Fulton Counties.

EFSP is governed by a National Board that selects jurisdictions for funding. Each jurisdiction must maintain a Local Board charged with determining the highest needs and best use of funds for that jurisdiction.

Phase 38 Priorities:

  1. Mass Shelter, Rent/Mortgage Assistance, Temporary Shelter
  2. Utilities Assistance
  3. Other Food
  4. Served Meals

Estimated Size of Grant:

- The maximum request per program is $30,000. While the maximum award per agency is $45,000, agencies may request more than $45,000 across all programs.
- The minimum request per category is $5,000 except for Other Food. The minimum request for Other Food is $1,000.

Additional Eligibility Criteria:

The Federal Emergency Food and Shelter Program (EFSP) was created to supplement and expand the work of local social service agencies, both governmental and non-profit.

Eligible applicants:
- Any 501(c)3 agency that has been in existence for three or more years (as of the application due date) and is already providing: Mass shelter (for example: night shelter, transitional housing), Served Meals (for example: soup kitchens, home delivered meals), Other Food (for example: food pantries, grocery vouchers), Temporary Shelter (for example: motel vouchers), Rent, mortgage, or utility assistance
- Agency must be registered with the office of the Georgia Secretary of State
- All awardees are expected to adhere to deadlines of both the Local and National EFSP Boards

It is a violation of government policy to require participation in religious services as a condition for receiving EFSP monies. Examples of this violation include:
- Mandatory prayer before meals
- Bible study during the distribution of food/meals or in common areas of mass shelter.
- Mandatory pastoral counseling in exchange for shelter, food, or financial assistance.

Pre-Application Information:

The application will be posted online from December 14, 2020-January 8, 2021. Deadline for applications is 5:00pm on January 8, 2021.
- The application and required materials must be submitted online and emailed. Applications will not be accepted by hard copy or fax.

How are applications reviewed?
- Preliminary screening: Applicants whose materials are deemed ineligible will be notified within 30 days after the deadline and may appeal per the written appeals policy. Applicants whose materials are deemed complete and eligible will be notified within 30 days after the deadline and may be selected for site visits - Notice of eligibility does not constitute guarantee of an award
- The Allocations Committee will convene in late January/early February.
- While the Funding Source normally conducts site visits of select applications, there will be no site visits during the Phase 38 cycle due to the ongoing COVID-19 pandemic.
- Award letters will be sent in February.
- Applicants who are denied have the right to appeal per the written appeals policy.

Dollars requested per service category must be matched by an equal amount of non-EFSP program dollars. EFSP funds cannot constitute more than 49% of the program’s budget.

Awardees must attend a mandatory training session.

2. No funds will be released until an organization attends training

Grant Coverage Areas:

The municipality of College Park is considered part of the Local jurisdiction. However, it is important to note that a portion of that municipality falls in Clayton County. Clayton is not part of the funding jurisdiction. The National EFSP office recognizes that it may be difficult to determine whether a College Park address falls in Fulton or Clayton counties. Therefore, please do your best to be aware of this issue, and make all possible efforts to ensure that clients in this situation reside in Fulton County.
