Grants to North Carolina nonprofit organizations and local government agencies to address homelessness during the Coronavirus (COVID-19) health crisis. Funding priority is intended for activities related to housing stability that can be quickly implemented to assist individuals and families living in unsheltered environments and in existing congregate and non-congregate shelter sites to transition to permanent housing.

There are four categories of eligible activities:

  • Crisis Response 
    • Street Outreach 
    • Emergency Shelter (Operations and Services)
  • Housing Stability
    • Rapid Rehousing
    • Homelessness Prevention 
  • HMIS / DV Comparable Database
  • Administration and Overhead/Indirect Costs
    • Subecipients should include the requested amount of Administrative Costs in their Application Budget or Additional Funding Request Form not to exceed 5% of the total award amount. 
    • Eligible administration costs include General management, oversight, and coordination; Training on ESG requirements; Consolidated Plan preparation and amendment; Environmental Review.
    • General Management, Oversight, and Coordination includes: salaries and wages for staff engaged in program administration (preparing budgets, developing compliance systems, monitoring program activities, preparing reports, audit services, accounting services, purchase of equipment, insurance, utilities, office supplies and rental/maintenance of office space)
    • Subrecipients may also use 15% of their total award for Overhead/Indirect Costs.  These are costs are allocated to each activity and are included in your program activity component award.

Within these categories, Agencies may also apply for funds for infectious disease preparedness according to the Eligible ESG Program Costs for Infectious Disease Preparedness Guidance in Supporting Documents, below.

Estimated Size of Grant:

Up to $32.5 million

Only Fiscal sponsors and local units of governments are eligible for up to 10% administration costs; these costs are above the award amount for program activity components. All other subrecipients are eligible for up to 5% administration costs; these costs are above the award amount for program activity components

Additional Eligibility Criteria:

Any organization applying for ESG CV funds must be an existing organization that is able to begin incurring costs by January 1 or at the start of this contract period.

The following are eligible sub-recipients for ESG funding:
1. Units of general local government, including metropolitan entitlement communities that receive direct ESG allocations from HUD
2. Private 501 (c) 3 designated nonprofit organizations.

Public Housing Authorities (PHAs) or non-profits established by PHAs are not eligible sub-recipients of NC ESG funds.

Pre-proposal Conference:

All prospective applicants are strongly encouraged to attend the RFA Webinar being offered by the NCESG Office to review and discuss the ESG-CV Round 2 Funds. The webinar will be recorded and posted on the NC ESG Office website for those who are unable to attend.

- January 24 - 31, 2021: Application Review
- February 3, 2021: Funding Decisions Announced
