Grants to North Carolina individuals, private entities, and public agencies for emission-reducing programs. Applicants must submit a Letter of Intent to Apply prior to submitting a full proposal. Funding is intended for projects that help reduce diesel emissions from on-road and non-road vehicles and equipment. Grants can be used to repower equipment with cleaner-burning engines, convert vehicles to run on alternative fuels, and expand biodiesel storage and distribution equipment. All equipment funded must be EPA verified.

For alternative fuel conversions, systems for engine model years 1996-2006 must achieve at least a 30% NOx reduction and a 10% PM reduction from the applicable certified emission standards of the original engine. Conversion systems for engine model years 2007-2009 must achieve at least a 20% NOx reduction with no increase in PM from the applicable certified emission standards of the original engine

The DAQ expects to fund several projects.

Term of Contract:

Awarded projects are expected to begin in late 2020 to early 2021 and must be completed by September 1, 2022.

Additional Eligibility Criteria:

Any private or public sector entity or individual stationed in North Carolina is eligible.

Applicants who have an outstanding North Carolina DAQ grant will NOT be eligible for this cycle.

Restrictions:
- Funds cannot be used for fueling infrastructure projects.
- No standalone cleaner fuel projects unless combined with another clean diesel project on the same vehicle (e.g., repower).
- Funds shall not be used to meet compliance for emissions reductions that are mandated under federal law.
- Funds cannot be used for the purchase of vehicles, engines or equipment to expand a fleet.
- Funds under this award cannot be used as matching funds for other federal grants.
- Funds cannot be used for emissions testing and/or air monitoring.
- Funds cannot be used for the purchase of engine retrofits, idle reduction technologies, low rolling resistance tires, or advanced aerodynamic technologies if similar technologies have previously been installed on the truck or trailer.

On-road:
- Funds cannot be used for light-duty highway vehicles.
- Funds can only be used for Class 5 (gross vehicle weight 16,001 pounds) and above heavy-duty vehicles.

Nonroad:
- Funds cannot be used to replace agricultural pumps that operate less than 250 hours per year.
- Funds cannot be used to replace all other nonroad engines and equipment that operate less than 500 hours per year.

Pre-proposal Conference:

Applicants that have completed an NOIP may participate in a question and answer session on application submittal on Friday, August 21, 2020, at 10:00 am Eastern Time via WebEx, a link to which will be sent upon receiving your NOIP.

It is highly recommended that you attend the Grant Management System application question and answer session, which will also be recorded and made available on the website.

Pre-Application Information:

Applicants must submit a Notice of Intent to Participate (NOIP) by 11:59 pm Eastern Time, Friday, August 14, 2020.

Applicants that submit the NOIP will receive a link to a Q & A session, as well as a link to a form that must be completed to access the DAQ Grant Management System. Only those that have completed and submitted this form will be able to access the system to apply.

Applications must be received through the DAQ Grant Management System by Friday, October 30, 2020, no later than 11:59 pm Eastern Time to be considered.

- Question and answer session: August 21, 2020
- Request for proposals period closes: September 30, 2020
