Grants to Israel and Singapore companies for joint industrial research and development projects. Some applicants must submit an executive summary in advance of submitting a full application. Funding may be used for feasibility studies as well as commercialization activities for products and technologies that demonstrate the potential for commercialization.

SIIRD provides funding for joint R&D projects between companies based in Singapore and Israel. The SIIRD funding covers the R&D portion of the companies’ total development cost in the joint projects. Part of the funding is also extended towards joint commercialization activities in the project. Examples of joint commercialization activities are joint participation in trade exhibitions and development of joint marketing collaterals.

Program options include:

  • Full Scale R&D & Commercialization Project Grant: For project to pilot or testbed near-market technologies (e.g. above TRL 6) with a specific customer or market segment for the purpose of commercialization 
  • Mini R&D & Commercialization Project Grant: For project cost below US$400,000 with commercializable product or technology 
  • Feasibility Study Project Grant: For investigation project to determine the technical feasibility and market acceptability of a new product or process concept.
  • Pilot Project Grant: For project to pilot or testbed near-market technologies (e.g. above TRL 6) with a specific customer or market segment for the purpose of commercialisation and project duration not more than 1 year.
The qualifying cost items include direct R&D manpower, expendable materials & supplies, consultancy services, subcontractors, travel expenses between Singapore and Israel, and the depreciation or leasing costs of capital equipment essential to the project. Other qualifying costs include the engagement of consultants for the development of a marketing/commercialization plan and joint commercialization activities.

Estimated Size of Grant:

- Full-scale R&D Project: Fund up to US$1M or 50% of the total qualified project cost, whichever is lower.

- Mini R&D Project: US$200,000 or 50% of the total qualified project cost, whichever is lower. Fund up to US$30, 000 for commercialization activities.

- Feasibility study: Fund up to US$30,000 or 50% of the total qualified project cost, whichever is lower.

- Pilot Project: Fund up to US$1M or 50% of the total qualified project cost, whichever is lower.

Term of Contract:

- Full-scale R&D Project: project duration not more than 1 year.
- Mini R&D Project: project duration not more than 1 year.
- Pilot Project: project duration not more than 1 year.

Additional Eligibility Criteria:

Minimum Application Criteria
1. The application must be jointly submitted by a Singapore-registered company and an Israel-registered company.
2. Either company must not have more than 20% shareholding in the partnering company.
3. The joint project must be undertaken in Singapore and Israel, with at least 30% of the actual R&D work done in Singapore and Israel respectively.
4. Technology and product developed must have potential for commercialization.

The application is open to any registered Singapore and Israel Companies including start-ups, SMEs and MNCs.

Pre-Application Information:

SIIRD is calling for a new round of grant proposals. The submission period for grant proposals is:

Call for Proposals: 19 April 2021
Proposal Submission Deadline: 2 August 2021

Applying for SIIRD Funding:
1. If there is interest to submit a project co-funding application to SIIRD, after their discussion on joint R&D collaboration, Companies are advised to contact the SIIRD Managers in the respective countries to understand more about the SIIRD Program and to share with the SIIRD Managers the proposed project in mind.
2. If SIIRD is receptive to the proposal, both Companies shall jointly prepare an Executive Summary.
3. After the submission of the Executive Summary, both Companies shall work on the Full Proposal.
4. Following the Full Proposal Submission, Evaluation Meetings will be conducted in Singapore and Israel at the Companies’ premises respectively. Independent Reviewers and the SIIRD team will visit the Companies and presentation on the Project will be required from both Companies during the Meetings.
5. After the Project Evaluation, the Project Proposal will be presented to the SIIRD Board for approval. The SIIRD Board Meeting is convened twice a year. The decision of the SIIRD Board will be conveyed in writing to both Companies.

Funding is on a reimbursement basis.
