Grants to Halifax, Nova Scotia nonprofits and for-profits to support events that foster community relations, promote culture, build community, enrich the quality of life, and develop the tourism industry and local economy. Applicants requesting funds for major events must contact program staff prior to applying.

HRM operates 3 streams of event grant programs; Community, Cultural and Tourism. The Community and Cultural grant programs are governed by the Regional Event Administrative Order and the Tourism Grant programs are governed by the Marketing Levy Special Event Reserve (MLSER) Administrator Order. Each Administrative Order offers grant programs and detailed criteria information can be found below.

The Established Community Festivals and Cultural Events & Showcases programs under the Regional Event Admin Order are currently not accepting applications whereas the full budget for the programs has been awarded for the 2016/17, 2017/18 and 2018/19 fiscals. These programs will reopen for the 2019/20 fiscal year.

Community & Cultural Grant Programs (Regional Event Admin Order):

These programs provide financial support for Nonprofit Organizations that host events which foster positive community development, celebrate heritage, arts and culture, build bridges between diverse populations, enrich quality of life for residents and improves civic pride in the Municipality. To be eligible for funding, events must be open to the general public to attend, held within the Municipality and be fourteen (14) days or less in duration.

Eligible Expenses:
Grants may be applied to programing, operating, marketing and promotional expenses. No portion of the grant shall be applied to staff wages, volunteer bursaries or honoraria; or paid to members or

Community Celebrations:
This program supports organizations that deliver small civic events that are a maximum of five (5) days in length, are organized primarily for the benefit and enjoyment of local residents, coincide with a community gathering or civic holiday, and are free to the public to attend.

Established Community Festivals (Program currently at maximum budget and not accepting applications until the 2019/20 fiscal year):
This program supports organizations that deliver events that are a maximum of seven (7) days in length, are organized primarily for the benefit and enjoyment of local residents and are accessible to the public with free or low cost activities

Significant Anniversaries:
This program supports organizations that deliver events organized around major quarterly (25, 50, 75, etc.) anniversaries that celebrate Halifax's heritage and community. *Please note that this program does not support Canada 150 events/ initiatives.

Cultural Events & Showcases (Program currently at maximum budget and not accepting applications until the 2019/20 fiscal year):
This program supports organizations that deliver arts and culture festivals that have strong cultural content, are accessible to the public with free or low cost activities and further the disciplines of literary, media, performing and visual arts. Events must have a minimum budget of $50,000 and further the principles and objectives of the HRM Cultural Plan specifically the ‘Seven Pillars of Culture: (1) Heritage, (2) the Arts, (3) Community Design, (4) Life Long Learning, (5) Diversity, (6) Leisure and Celebration and (7) Economic Development.

Tourism Grant Programs (MSLER Admin Order):

These programs provide financial support for major events that support tourism and business development. This program’s funding source is the Marketing Levy Special Events Reserve (MLSER). The MLSER is funded through a 2% hotel tax that applies to any overnight sleeping establishment that has twenty (20) rooms or more. The MLSER’s purpose is to fund events that deliver an increase in create room nights and economic development within HRM.

Eligible Expenses:
Grants may be applied to programing, operating, marketing and promotional expenses. No portion of the grant shall be applied to staff wages, volunteer bursaries or honoraria; or paid to members or officers of an organization’s Board of Directors either directly or indirectly.

Emerging Events:
This program supports new events that address gaps in the existing event calendar and have the potential to become a major tourism event. Applicant organizations must have operated for a minimum of one (1) year and the event must have a minimum budget of $50,000.

Tourism Events:
This program supports major tourism events that have a minimum budget of $300,000.

Signature Events:
This program supports major tourism events that have been in existence for a minimum of five (5) consecutive years and have a minimum budget of $500,000.

Major Hosting Events:
This program supports Organizations bidding on the rights to host major events and supports programs, activities and services specific to the delivery of a major event being hosted in Halifax. Events must be of a size and scope sufficient to draw tourists to the Municipality’s communities, attract significant media exposure, and profile Halifax nationally and globally. Events must have a minimum budget of $500,000 and have financial support from other levels of government.

Community Celebrations: The maximum grant award through this program is $1,000.

Established Community Festivals: The maximum grant award through this program is $25,000.

Significant Anniversaries: The maximum grant award through this program is $10,000.

Cultural Events & Showcases: The maximum grant award through this program is $60,000.

Emerging Events: The maximum grant award through this program is $25,000.

Tourism Events: The maximum grant award through this program is 10% of the previous year's budget (or proposed budget if first time event) up to $50,000. Additional funding up to a maximum of 10% of the previous year’s total grant amount may be considered to support additional programming for an anniversary (quarter century intervals) of the event.

Signature Events: Additional funding up to a maximum of 10% of the previous year’s total grant amount may be considered to support additional programming for an anniversary (quarter century intervals) of the event. The maximum grant award through this program is 10% of the previous year's budget up to $100,000.

Term of Contract:

All events applying for funding must take place after April 1, 2018.

Community Celebrations: This program supports organizations that deliver small civic events that are a maximum of five (5) days in length.

Established Community Festivals: This grant provides up to three (3) years of sustainable funding.

Cultural Events & Showcases: This grant provides up to three (3) years of sustainable funding.

Tourism Events: There is no restriction for annual funding from this program.

Signature Events: Sustainable funding up to a maximum of three (3) years is available for eligible events.

Pre-Application Information:

Any prospective Major Hosting Events Program applicants must contact and have a brief discussion with staff prior to completing an application.

The intake for all 2018/19 Event Grant Programs is open as of December 1, 2017. The deadline for all programs is Friday, January 26, 2018, at 12:00 noon.
