Grant to a USA, Canada, or International qualified IHE, currently funded addiction technology transfer center, or International NGO to address issues associated with AIDS in Southeast Asia, including Laos, Cambodia, Thailand, Burma, Papua New Guinea, Indonesia, and China. The grantee will establish an addiction technology transfer center in the region in order to provide training, technology transfer, and workforce development for HIV/AIDS programs in the region.
Specifically, the purpose of this program is to establish an Addiction Technology Transfer Center (ATTC) in SE Asia that builds the regional capacity and increases the skills and abilities of the President’s Emergency Plan for AIDS Relief (PEPFAR) implementing partners in the national HIV/AIDS programs of countries in SE Asia through training, technical assistance, technology transfer, and workforce development.
Training and technical assistance by an internationally-based ATTC in behavioral health service provision includes HIV/AIDS prevention, care, and treatment, treatment of substance use disorders (SUDs), co-occurring substance use and mental disorders, and recovery support service programs. The SE Asia Regional ATTC will work collaboratively with other SAMHSA-funded internationally-based ATTCs and the national ATTC (http://www.nattc.org/home/) in developing evidence-based technical assistance for information exchange and technology transfer.
This program serves as a platform for targeted technical assistance and collaboration with national HIV programs in countries in the region, including Laos, Cambodia, Thailand, Burma, Papua New Guinea, Indonesia, and China, as defined by the SAMHSA SE Asia Regional Program.
Under the direction of the Regional HIV/AIDS Substance Abuse Treatment Expert and in collaboration with SE Asia PEPFAR Country Operational Plans (http://www.pepfar.gov/countries/cop/index.htm) and PEPFAR Country Teams, the SE Asia international ATTC may provide regional technical assistance and training to countries beyond the SE Asia Regional Program, based on the grantee’s technology transfer capacity.
