United Arts Council
Grants ranging from $1,000 to $20,000 to Wake County, North Carolina nonprofit arts and cultural organizations as well as Wake County municipalities outside of Raleigh for programs and projects that aim to increase access to the arts. Applicants must attend the January 17 workshop. Funding is intended to develop an applicant organization's cultural and artistic resources to create vibrant communities and to ensure broad access to the arts.
Funding will be provided to support:
- Arts/cultural organizations that present arts programming (performances, exhibitions, community residencies, arts-rich festivals) in any of the 11 Wake County municipalities outside of Raleigh. Organizations may be based in Raleigh.
- The arts programming of Wake County municipal governments or their departments based in any of the 11 Wake County municipalities outside of Raleigh.
Applications in the Arts for Municipalities grant category will be reviewed and scored by a grant peer review panel according to the following criteria:
Artistic Quality, Merit, Integrity 35%:
- Professional artistic direction and vision
- Relationship between applicant’s stated mission, goals, environment, and history of artistic accomplishment to program's goals and activities
- Qualifications, background, and expertise of the artists, instructors, or staff involved
- Potential of activities to extend participants' knowledge and/or skills in the arts and/or other curriculum areas
- Quality and clarity of program plans and potential for proposed activities to meet program goals
Community Impact 35%:
- Demonstrated awareness of, and response to, the needs and interests of a diverse community and audience
- Engagement/impact on audiences and participants
- Efforts to involve a diversity of participants
- Involvement of avocational and/or professional artists
- Degree to which the organization seeks to work collaboratively and share resources with other community groups
Program Management 10%
- Administrative capacity, resources, planning and expertise to ensure success
- Effective marketing
- Appropriate evaluation strategies that are matched to program goals
Financial Management of Organization 10%:
- Financial stability
- Fiscal responsibility
- Completeness, accuracy, and timeliness of application
- Completeness, accuracy, and timeliness of reports and other requirements

Minimum Grant Request:
Eligible applications must request at least $1,000.
Maximum Grant Request:
Applicants may apply for a maximum of $20,000 or up to 20% of their Arts for Municipalities program expenses, whichever is less. Although no specific cash match is required, United Arts will not provide more than 20% of a grantee's actual program expenses through an Arts for Municipalities grant.
Applicants with total proposed revenue budgets of $2 million or more may apply for a maximum of $10,000 or 20% of their Arts for Municipalities program expenses, whichever is less.
Eligible programs must take place between July 1, 2018 and June 30, 2019.
Applicants eligible for Arts for Municipalities grants must:
- Be a nonprofit arts/cultural organization with 501(c)(3) state and federal tax-exempt status or a Wake County municipality outside of Raleigh;
- Be in Good Standing as defined in General Grant Policies (previous recipients only);
- Maintain a board of directors which meets at least quarterly (municipalities exempt);
- Have had at least three years of programming;
- Have an internal review if organization's actual gross revenue from the most recently completed fiscal year is equal to or less than $299,999 (municipalities exempt);
- Have an independent audit performed annually by a Certified Public Accountant if organization's actual gross revenue from the most recently completed fiscal year is $300,000 or greater (municipalities exempt);
- Have fundraising and administrative expenses that did not exceed 25% of total cash revenue according to the most recently audited/reviewed fiscal year (municipalities exempt);
- Have nondiscrimination, conflict of interest, and accessibility policies;
- Attend an application workshop (if required); and
- Meet with United Arts staff (if required).
Eligible applications must be for arts-related programming to take place in Wake County.
Note: Applicants in the Arts for Municipality category may submit an additional application in one other category, excluding New Generation and School categories.
United Arts funds may not be used for the following expenditures:
- Deficit reduction
- Contributions to cash reserves and/or endowment funds
- Loan repayments, interest and/or penalties, fines or litigation costs
- Capital expenses (e.g., buildings, roads, major immobile equipment, furniture, fixtures or musical instruments, artwork, etc.)
- Fundraising events and activities
- Food or beverage for hospitality or entertainment functions
- Private events closed to the general public and activities restricted to an organization’s membership
- Lobbying expenses
- Tuition for academic study
- Programs in the following areas: acrobatics, aerobic dance, art therapy, beauty pageants, clowning, comedy, cosmetology, face painting, fashion shows, gemology, juggling, karaoke, magic shows, martial arts, mineralogy, modeling, nature presentations, pageants, quiz bowl presentations, talent shows
- Scholarships and awards for use outside the applicant’s programming
- Projects of a religious nature designed to promote or inhibit religious belief and/or practice and which have no basic underlying secular theme or topics
- Competition prizes
Representatives should attend an application workshop if the applicant is a school or did not receive funding in the last grant cycle. Returning grantees applying within the same category are welcome to attend an application workshop, but are not required to do so. Staff recommends that any returning applicant with a new grant writer attend an application workshop. At these workshops, United Arts staff will assist applicants with the process by discussing eligibility requirements, grant requirements, and tips on how to submit a competitive application. Please review guidelines before attending a workshop. All workshops are held at the United Arts Council office.

Applications are accepted once a year. The deadline for 2018-19 applications is Thursday, March 8, 2018.
