Grant Description
Grants to Kentucky schools, government agencies, private entities, and business owners to promote rubber recycling within the state. Funding is intended for a wide range of projects, including but not limited to, landscaping mulch projects, recreational projects, walking trails, poured-in-place playgrounds, sidewalks or other surfaces, horse trailer or stall mats, tree wells, and other projects that use recycled Kentucky waste tires in the form of crumb rubber or other tire-derived products.

The purpose of this program is to develop end-use markets for waste tire products generated within the state. Grant funds may be used for the actual cost to purchase the crumb rubber or other tire-derived products to be utilized in the project, plus actual transportation costs.

Additional Eligibility Criteria
Applicants must meet the eligibility criteria set forth below, but may include:
- Private entities
- Owners of commercial entities operating within the Commonwealth of Kentucky
- Public school districts
- Private schools
- City and county governments
- Entities operating public parks, and
- State agencies.

To be eligible for this grant, applicants must meet the following criteria:
- Have the legal authority to construct and operate the proposed project;
- Have the ability to construct the project in compliance with the grant conditions;
- The Applicant and the person who will be managing the project shall not have received a final judgment or conviction of a state or federal environmental statute or regulation in the five (5) years before submitting the application and shall not have any outstanding violations of state or federal environmental statutes or regulations.

Ineligible
Projects that are not eligible for grants include athletic field or loose crumb-rubber playground applications, tire-derived aggregate, tire-derived fuel, rubber-modified asphalt or civil engineering projects.

Other costs, such as the cost to apply or install the product, or to publicize and promote the project, are not eligible for grant funding (but may be counted toward the applicant’s match requirement).

If a county is out of compliance with its Solid Waste Management Plan, no entity in that county is eligible to receive this grant. No contractor, subcontractor, vendor, or supplier, or any employee or representative thereof, shall be an employee of the Applicant.

Pre-Application Information
Applications must be received by 4:30 p.m. on April 3, 2023.

Grants will be awarded by May 15, 2023.

The applicant will provide match funding equal to at least 25 percent of the project cost.

This is an up-front approval/funding grant. No funding will be awarded for reimbursement of already completed projects.

Term of Contract
All project work or activities must be completed by December 31, 2023.
