Grants to Pennsylvania counties, behavioral health administrators, singles county authorities, county jails, and county work release centers to create or expand a program to treat substance abuse. Required registrations must be completed two weeks prior to the deadline. Funding is intended for jail-based substance abuse treatment programs that support individuals transitioning from a county jail and/or work release center to the community.
The Pennsylvania Commission on Crime and Delinquency (PCCD) Office of Justice Programs announces the availability of 2021 Residential Substance Abuse Treatment (RSAT) Program funding. Under this solicitation, federal funds are being made available to support counties seeking to increase opportunities to provide Medication Assisted Treatment (MAT) in combination with Cognitive Behavior Treatment (CBT) to individuals in county jails and upon release to the community.
The anticipated impacts resulting from this solicitation and successful projects will allow county jails and/or work release centers to better equip reentrants as they transition to the community. Administration of MAT and CBT will allow newly released participants to focus on immediate reentry needs.
Please note: Successful applicants must participate in training and technical assistance, as needed, from PCCD’s identified training and technical assistance provider. Technical assistance subjects may include, but are not limited to, the establishment and expansion of MAT programs in county jails and training on evidence-based programs for county jail staff.
Funds for the proposed program may be used to support any, all, or one of the following:
a. Implementation and/or expansion of MAT with the development of jail-specific protocol and implementation;
b. Cost of treatment for individuals in county jails;
c. Implementation of standardized detoxification protocol for correctional settings;
d. Evidence-based psychosocial treatment programming for justice-involved populations;
e. Vocational training for program participants;
f. The creation of individual discharge plans and aftercare services;
g. Travel expenses for staff to attend required training and technical assistance activities.

PCCD expects to fund approximately four projects.
Funded project budgets are not to exceed $150,000
Contingent upon availability of funds, applications approved at the December 8, 2021 Commission meeting will be 24-month projects and have a start date of January 1, 2022 and an end date of December 31, 2023.
