Grants to Virgin Islands nonprofit organizations, individuals, schools, and government agencies for a broad range of arts activities. Funding is available for project support, general operating support, arts in education, and arts for underserved communities. Funding is also available for technical assistance and small-scale arts projects.

Select one of the following six categories for your project:

1. General Operating Support
This category of support is designed to assist with general operating, artistic, technical, performance and administrative costs and is available to nonprofit art organizations only.

2. Project Support
Project Support is designed to assist with art programming.

3. Arts in Education
The AIE program provides technical, financial and project support for education based, in and after school programs. Technical assistance with developing and implementing meaningful, co-curricular or extra-curricular activities is available to artists and teachers. A letter of endorsement from the Principal of the school in which the project will take place is required at time of grant application.

4. Arts in Underserved Communities
This category of funding is designed to improve planning, presentation, professional development and collaborations for individual artists and new/emerging arts organizations.

5. Technical Assistance
Funding in this category is available (on a very limited basis), to provide professional development for individual artists and nonprofit arts organizations to assist with travel and/or registration to attend conferences and workshops; for management consulting and grant writing.

6. Mini Grants
Mini grants provides assistance to individual artists and nonprofit arts organizations for a wide assortment of art related activities. Funding decisions in this category are based on the artistic merit of the project and the applicant’s ability to carry out the project.

Estimated Size of Grant:

-General Operating Support: Not to exceed $10,000 per fiscal year.
-Project Support: Not to exceed $5,000 per fiscal year.
-Arts in Education: Not to exceed $3,000 per fiscal year.
-Arts in Underserved Communities: Not to exceed $3,000 per fiscal year.
-Technical Assistance: Not to exceed $1,000 per fiscal year.
-Mini Grants: Not to exceed $1,000 per fiscal year.

Term of Contract:

Mini Grant funds must be expended by September 30.

Additional Eligibility Criteria:

General Operating Support - Eligibility:
Applicant must meet the General Eligibility Criteria have as its primary purpose the production or presentation of art; must have been in operation as a private or public nonprofit organization for a minimum of two years and must have a demonstrated history of presenting/producing.

Project Support - Eligibility:
Individuals, nonprofit arts organizations, service organizations, schools and units of government which meet the General Eligibility Criteria.

Arts in Education - Eligibility:
Individual artists, schools, nonprofit arts organizations, service organizations, professional associations and churches are eligible for AIE funding.

Arts in Underserved Communities - Eligibility:
Must meet the General Eligibility Criteria. First time applicants are encouraged to apply in this category.

Technical Assistance - Eligibility:
Must meet the General Eligibility Criteria.

Mini Grants - Eligibility:
Must meet the General Eligibility Criteria.

General Eligibility Criteria:

-Must be in existence and active in the V.I. for a minimum of two years at time of application
-The project must be V.I. based
-Must have current, nonprofit status registered in the office of the Lt. Governor
-Must have a Tax Exemption Identification number
-Must have submitted Final Report if previously funded by VICA

NOTE: Organizations which have not received nonprofit status (or are pending confirmation of nonprofit status) may apply under an “umbrella” nonprofit agency for a maximum of three years.

Individual Artists:
-Must be in residence and active in the V.I. for a minimum of two years at time of application
-Must provide a resume when applying for funding
-If project is to take place in or on a school campus, a letter of endorsement from school Principal must be included in grant application
-Department of Education applications must be endorsed by the Insular Superintendent of applicant’s school district
-Must have submitted Final Report if previously funded

VICA does not fund:
-Completed or in progress projects
-Grantees who have not submitted Final Reports
-Building renovations or capital expenditures
-Bad debts
-Entertainment costs
-Fines and Penalties
-Legal Fees
-Purchase of instruments/equipment
-Individual after-school tuition
-Full year tuition
-Individuals traveling with an organization; individuals must all apply under organization

Pre-Application Information:

All grants must be matched with a combination of cash and in-kind services. In-kind services may be a percentage of the following:
-Space rental
-Loan of equipment
-Contribution of services
-Contribution of materials
-In-Kind Services must be based on fair market value and have direct value to the project.

There are two application deadlines:
-January 31st
-August 31st

-General Operating Support Deadline: August 31st
-Project Support Deadline: August 31st
-Arts in Education Deadline: August 31st
-Arts in Underserved Communities Deadline: August 31st
-Technical Assistance Deadline: January 31st
-Mini Grants Deadline: January 31st

Applications with required supporting materials must be received in VICA’s St. Thomas/St. Croix office by 4:00 PM on deadline date(s).

Pursuant to federal and local procedures, the entire review process takes approximately three to four months.
