Grant Description
Grants to Wisconsin nonprofit organizations, local government agencies, housing authorities, and Tribes to improve and develop housing facilities for low-income populations. Funding is intended to support building acquisition, rehabilitation, new construction, handicapped accessibility improvements, conversion of or additions to buildings or units, as well as site acquisition and other development activities.

The program’s mission is to assist in the improvement of the state’s housing for the following special-needs populations; homeless, runaway youth, youth-in-crisis and/or out-of-home placement, veterans, alcohol or drug dependent persons, persons in need of protective services, domestic abuse victims, developmentally disabled, low-income or frail elderly persons, chronically mentally ill, physically impaired or disabled persons, people living with HIV disease, and individuals or families who do not have access to traditional or permanent housing. The competition includes two separate housing categories: Emergency/Transitional housing and Permanent housing.


Additional Eligibility Criteria
- Nonprofit organizations or cooperatives organized under Chapters 181, 185, or 187 of the Wisconsin Statutes.
- Community development, redevelopment and housing authorities.
- Local units of government.
- Native American tribal authorities.

Nonprofit organizations and cooperatives who are required to register with the Wisconsin Department of Financial Institutions (DFI) must be in good standing, not delinquent.

Grant recipients that received awards through the WHEDA Foundation Housing Grant Program competition consecutively in 2020, 2021, and 2022 are not eligible to apply for the 2023 WHEDA Foundation Housing Grant Program. An organization is eligible and welcome to apply again for a 2024 award.

Applicants who have not submitted their final report from a prior housing grant program award and exceeded the 12-month timeframe allowed for projects to be completed will be ineligible for a 2023 grant award.

Ineligible Use of Grant Funds:
- Market studies
- Feasibility studies
- Down payment assistance
- Ongoing project operating costs
- Housing-related services
- Nursing homes
- Vehicles and other transportation services
- Costs incurred in the preparation of the 2023 Housing Grant Program application
- Costs incurred prior to the 2023 Housing Grant Program award date

Pre-Application Information
Completed application packages must be electronically submitted no later than August 11, 2023, at 11:59 PM.

Grant Awards will be announced in December 2023.

Applicants may apply for grant funds in each category however they may only submit one application per category.

Estimated Size of Grant
Maximum individual grant award is $50,000 per project. There is no minimum grant award and smaller funding requests are allowed.

Term of Contract
Projects should be complete within 12 months from the acceptance of grant funds. An extension may be requested by submitting a Grant Completion Extension Form.
