Grant Description
Grants to Connecticut nonprofit organizations and government agencies for programs that address the needs of the local community in eligible areas. Funding is intended for activities and projects that benefit residents of low and moderate income, including housing and services that respond to urgent needs. Eligible proposals benefit residents in the Town of Greenwich.

For an application to be considered for funding, the following qualifications must be met:

  • The proposed activity must comply with U.S. Department of Housing and Urban Development (HUD) regulations in meeting one of the national objectives of the CDBG Program – benefit to low- and moderate-income persons; aid in the prevention or elimination of slums or blight; or meet a need having a particular urgency;
  • The proposed activity must be listed as an “eligible” activity in the CDBG regulations; and
  • The proposed activity must address a priority need.

Low- and Moderate-Income (LMI) Guidelines: At least 51% of the funded activity participants or beneficiaries must meet the low- or moderate-income guidelines as determined by HUD for the Stamford-Norwalk CT Metro FMR.

Eligible applicants: A unit of government or a non-profit 501(c)(3) organization.

Pre-Application Information
Anticipated Timeline:
- January 5, 2024 – Application/RFP for PY2024 CDBG funds made available.
- February 7, 2024 – Completed applications for PY2024 CDBG funds due to the Community Development Office by 3:00 p.m.
- February 29, 2024 – Public hearing at 6:00 p.m. in the Greenwich Town Hall Meeting Room to be held by the Community Development Advisory Committee (CDAC). Applicant attendance is required.
- April 23, 2024 – Public hearing to be held by the First Selectman at 5:30 p.m. in the Greenwich Town Hall Meeting Room to solicit citizen input/comments on the CDAC funding recommendations for CDBG PY2024 funds. Applicant attendance is optional.
- May 20, 2024 – Public hearing before the Board of Estimate and Taxation (BET). The BET will vote to accept or reject the PY2024 CDBG Annual Action Plan. Applicants do not need to attend.
- June 10, 2024 – Representative Town Meeting (RTM) will vote to accept or reject the PY2024 Annual Action Plan). Applicants do not need to attend.
- June 19, 2024 – Mandatory technical assistance session for applicants awarded PY2024 CDBG funding.

Please note that HUD requires all applicants to have a UEI number. Applications without a UEI number will not be accepted.
