Grant to an Illinois nonprofit, IHE, agency, or LEA to provide support, technical assistance, and training to LEAs
to provide suitable services for children with disabilities. Funding is intended to assist school and home teams to appropriately handle behavioral issues and improve student outcomes.

The Illinois Service Resource Center​​ (ISRC) is a program required by the Illinois School code (105 ILCS 5/14-11.03) to support students who are deaf or hard of hearing and have an emotional or behavioral disorder. The program has expanded to include supports for students who are blind or visually impaired as well. ISRC provides free training, onsite assistance and resources for parents and educators of students who are deaf, hard of hearing, or visually impaired. ISRC utilizes a multi-tiered system of supports (MTSS) model to provide universal, targeted, and intensive interventions and supports.​

The overarching objectives of the program are to provide an array of services that result in measurable improvements in the following areas:

  1. Student behavioral progress in both school and home environments.
  2. Reduction in suspension and expulsion rates.
  3. Increase in placements in least restrictive environments.
  4. Reduction in family stressors.

Allowable expenditures include:

  • Maintaining support staff and trainers, including salaries, benefit provisions, and management.
  • Contracting with state and national experts to provide technical assistance trainings and workshops to entities or school personnel in relation to students who are deaf or hard of hearing and/or blind or visually impaired with behavioral, emotional, or mental health challenges.
  • Renting conference space.
  • Renting office space; paying for utilities.
  • Obtaining office space within the ISRC main rental location for a resource library that has more than 1,200 items for education and training materials, including manuals, software, videos, webinars, and other materials necessary to aid in implementing newly acquired skills.
  • Paying for program and office supplies directly related to the purposes of the project.
  • Paying indirect costs that shall not exceed 3% of the amount requested.
  • Paying for business cards, stationary, envelopes, resource directories, and all brochures and flyers.
  • Paying related travel costs (limited to supporting students at therapeutic schools and hospital programs, day school programs, community trainings or services, home and family support, or workshop trainings).

The grant period will begin no sooner than July 1, 2021 and will extend from the execution date of the grant until June 30, 2026. Successful applicants may reapply via continuing application for up to four additional year(s).

Additional Eligibility Criteria:

Local Education Agencies (LEAs), institutions of higher education, other public agencies, and private nonprofit organizations are eligible to apply.

In the event of a tie after application review, the applicant with the most years of experience serving students who are deaf or hard of hearing and/or blind or visually impaired, and who exhibit behavioral, emotional, or mental health challenges will be given priority.

Proposals should be submitted electronically through the ISBE Attachment Manager no later than April 30, 2021 at 5:00 p.m.

The State of Illinois Grant Accountability and Transparency Act (GATA) requires applicants to complete Pre-qualification requirements before applying for any grant. This includes completion of the Grantee Registration and Pre-qualification process through the Illinois GATA Web Portal. Applicants are advised to complete the pre-qualification requirements well in advance of the NOFO/RFP deadline.

Each applicant must be registered in SAM before submitting its application and must provide a valid DUNS number.

It is anticipated that successful applicants will receive a Notice of Award via email approximately 90 days after the application deadline.
