Grants to Pennsylvania nonprofit organizations, for-profits, and municipalities for innovative programs to assist child victims of abuse. Applicants must register in the online system prior to submitting an application. Priority will be given to projects that encourage regional and cross-system coordination of services and to programs that reach child victims of sexual abuse who are underserved or unserved. The goal and objective of the funding is to support direct victim service agencies in meeting the needs of children who are victims of sexual abuse.

Funds for the proposed program shall be used to support any, all, or one of the following:

  • Direct victim services program enhancements to specifically serve child victims of sexual abuse. Examples of enhancements include, but are not limited to, providing a victim advocate that works at both the VSP and the CAC, or providing support groups for children and their non-offending caregivers.
  • Innovative programs that reach child victims of sexual abuse who are underserved/unserved, including providing direct services in a non-traditional setting (e.g. serving victims at locations other than the agency’s prime location).
  • Enhancing medical and mental health services that meet NCA standards.
  • Other activities noted by the CACAC including:
    • Providing medical services for child victims of sexual abuse that meet NCA standards.
    • Establishing coordination and collaboration across VSPs and CACs to encourage information sharing, joint service planning, and identification of roles and responsibilities.

The anticipated impacts resulting from this solicitation include, but are not limited to, the following:

  • Enhancing victim service programs to specifically provide services to child victims of sexual abuse.
  • Increasing the use of innovative programs that reach child victims of sexual abuse who are underserved/unserved, including providing direct services in a nontraditional setting.
  • Enhancing coordination and collaboration among Victim Service Agencies and Child Advocacy Centers.
  • Enhancing medical and mental health services that meet NCA standards.

For the purposes of this funding announcement, the term “child” refers to an individual under 18 years of age, and “sexual abuse” shall refer to the definition of “sexual abuse or exploitation” under 23 Pa.C.S. §6303 (relating to definitions).

PCCD expects to fund grants with budgets not to exceed $100,000 over the 2-year project period.

Term of Contract:

Contingent upon availability of funds, applications approved at the June 10, 2020 Commission meeting will be 2-year projects and have a start date of July 1, 2020 and an end date of June 30, 2022.

Additional Eligibility Criteria:

Eligibility for these funds is open to any for-profit entity, non-profit entity or unit of local government whose principle mission is to provide services to crime victims and part of the services offered target child victims of sexual abuse. However, eligibility for funding is limited to applicants that do not currently have an Endowment Act – CAC & Victim Service Providers (EA-CACs & VSPs) grant with the funding period of January 1, 2020 – December 31, 2020.

All programs receiving funding under this solicitation must meet victim service standards set by organizations with oversight of their operations, i.e., Pennsylvania Commission on Crime and Delinquency (PCCD), Pennsylvania Coalition Against Rape (PCAR), and/or National Children’s Alliance (NCA). Therefore, sexual assault programs, Children’s Advocacy Centers, and centers providing comprehensive victim services seeking funding under this solicitation must demonstrate how they meet relevant statewide or national organizational standards in order to be eligible for funding.

The following program activities are not eligible for funding:
- Luxury items.
- Conference costs.
- International trainings.
- Proposed projects not related to victim service organizations providing services to children subjected to sexual abuse who are residents of the Commonwealth of Pennsylvania.

Applications must be submitted electronically through PCCD’s Egrants system no later than 11:59 PM on Friday, March 20, 2020. An application submitted in Egrants by the deadline is not considered complete until PCCD has received the original signature page, as well as any other required documents.

Applicants must register in Egrants prior to submitting an application. Applicants are strongly encouraged to familiarize themselves with the Egrants system and allow adequate time to prepare and submit an application.

PCCD Program Staff may only respond to questions to clarify the funding announcement. Questions must be sent via email. All grantees are required, at a minimum, to submit quarterly fiscal reports. PCCD will only make payments to reimburse actual expenditures reported on the fiscal reports.
