Grants to Los Angeles Area, California nonprofits, for-profits, government agencies, schools, and IHEs to install energy efficient technology in existing facilities. Eligible locations for the current phase of funding are in Los Angeles and Orange Counties. The purpose of these grants is to promote market adoption of pre-commercial technologies, while reducing the energy demand of existing facilities.

This is an open solicitation and will continue until all funds are expended. There will be three phases of funding. The first phase of funding will be open only for projects in certain Los Angeles Basin areas which are most affected by the shutdown of the Aliso Canyon natural gas storage facility: specifically, Orange County and Los Angeles County in the Investor-Owned Utility (IOU) service territory.

The solicitation will consist of four funding groups of targeted building sectors:

1) Government Buildings and Facilities ($5 million) - Demonstrations in State, city, county-owned, and special district facilities (includes offices, jails, hospitals and associated facilities).

2) Colleges, Universities, K-12 Schools ($5 million) Demonstrations in colleges and universities, and primary and secondary schools (e.g., kindergarten to 12th grade) including associated administrative, special education facilities and dormitories.

3) Privately Owned Buildings and Facilities ($5 million) - Demonstrations in private or nonprofit buildings, such as hospitals, offices, retail facilities, grocery stores, restaurants, data centers, hotels, and multifamily buildings.

4) Military ($5 million) - Demonstrations in buildings on military bases.

Term of Contract:

The anticipated agreement start date is March 2017. All work must be scheduled for completion within 36 to 48 months of the project start date.

Additional Eligibility Criteria:

This solicitation is open to all public and private entities with the exception of publicly-owned utilities.

The first phase of funding will be specific for certain Los Angeles Basin areas affected by the Aliso Canyon natural gas storage system (i.e., Orange County and Los Angeles County in the IOU service territory).

Eligible funding groups are:

-Government buildings and facilities
-Colleges, universities, K-12 schools, and associated facilities
-Privately owned buildings and associated facilities
-Military

Pre-Application Information:

Match funding is required in the amount of at least 25% of the requested EPIC funds. Applicants that provide more than this amount will receive additional points.

The deadline to apply for Phase 1 is October 25, 2016, by 5:00 PM.

If funds remain after Phase 1, the deadline to submit applications for Phase 2 will be January 24, 2017.

If funds remain after Phase 2, the deadline to submit applications for Phase 3 will be March 28, 2017.
