Scholarships to Quebec and International students with a bachelor’s degree or higher to study at a university in Israel. Applicants are advised to confirm the deadline for their region prior to applying. Eligible students reside in Austria, Argentina, Bulgaria, Belarus, Quebec, Columbia, China, Cyprus, Croatia, Estonia, Czech Republic, Greece, Georgia, Italy, Hungary, Lithuania, Korea, Mexico, Latvia, Poland, Macedonia, Portugal, Romania, Republic of Serbia, Slovak Republic, Slovenia, Spain, and Turkey.

The following countries have a special scholarship arrangement: Belgium, Denmark, Germany, India, Great Britain, Finland, France, Luxembourg, Japan, Norway, the Netherlands, Switzerland, and Russia.

Different types of scholarships are offered (not available for veterinary and medicine studies):
1. Summer language courses (Ulpan)
2. One academic year (October to June) for a maximum of eight months (M.A., Ph.D. Post Doctorate or research studies).

Accommodation, transportation and travel arrangements to and from Israel are the applicant's responsibility.

Scholarships will be granted only for studies in universities and programs approved by the Israeli Council for Higher Education.

Scholarships for Ulpan language studies will be granted in the Ulpan chosen by the Ministry of Foreign Affairs. At present, the Ulpan course offered is a 3-4 week program at the Ulpan of University Haifa.

Students may apply to the programs are listed below:

Post Doctorate Program: Students will need to present a research plan and an acceptance letter from an Israeli supervisor at one of the Israeli universities.

Research program: Students may create their own research program under the supervision of an Israeli supervisor from one of the Israeli universities. Candidates will need to present a research plan and an acceptance letter.

Ph.D Students: Ph.D students who are registered for Ph.D studies in Israel may apply for a one academic year (8 months) scholarship from the Ministry. This scholarship is not renewable and the student will need to find other sources to finance the full degree. Registration to the Ph.D program is the student’s responsibility. The student will need to meet the Israeli university requirements for the Ph.D program.

M.A. students: M.A. students who are registered for M.A. studies in Israel to apply for a one academic year (8 months) scholarship from the Ministry. This scholarship is not renewable and the student will need to find other sources to finance the full degree. Registration to the M.A. program is at the student’s responsibility and the student will need to meet the university requirements for the M.A. program.

Overseas and International programs: It is possible to register to one of the Overseas or International Programs under the following restrictions: The scholarship will be given for one academic year (8 months) only and NOT for the full program. Tuition fees will not include extra courses such as summer Ulpan, Arabic language course, or any other additional course offered by the Overseas or International Program.

Special Programs: Some Israeli universities offer special post-graduate programs in English. It is possible to register to one of these special programs under the following restrictions: The scholarship will be given for one academic year (8 months) only and NOT the full program. The scholarship will cover only part of the tuition fee. It is imperative to verify the nature and the cost of the special program before registration. Students may apply for scholarships from other sources in order to cover the high cost of the programs.

*According to the bilateral agreements between Israel, Poland and the Czech Republic, health insurance is not included.

Term of Contract:

Applications should be submitted for the upcoming academic year (2018-2019).

MFA scholarships are for a maximum of 8 months (October to June).

Summer language courses are held over 3-4 weeks.

Additional Eligibility Criteria:

Basic Requirements:
-The applicant should hold a BA or BSc degree (or higher) and have a good record of academic achievement.
-The applicant should be a citizen of the country where he/she applies for the scholarship and be under the age of 35 (at the beginning of the academic year). Israeli citizens are not eligible to submit an application for this scholarship. Recipients of the scholarship must receive a student visa (A2), issued by the Israeli Embassy/Consulate to which their application was submitted.
-Proof of English or Hebrew language proficiency.
-The applicant should meet the academic requirements of the Israeli University to which he/she applies. A scholarship will be granted only after the required Institute approves the acceptance of the candidate.

Pre-Application Information:

The final date for the submission of application forms is normally no later than November 30.

Final decision regarding the granting of a scholarship will be made around June of each year.
