Grants to Washington, DC nonprofit organizations, faith-based organizations, IHEs, and private enterprises to enhance public recreational boating access to local waterways. Possible projects include installing a new boat ramp or dock and improving existing access points. Projects must have a direct impact on increasing public access to the District’s waterways.

DOEE will examine the application for the following considerations:
-The public need for the project
-How the project will meet that public need
-The project’s targeted vessel type
-Target audience
-Method by which the project will be achieved
-A list of required permits
-Outreach plan to inform District residents of project completion and availability
-Reasonably detailed timeline for project, including anticipated permitting
-A list of fees, if any, that will be charged to the public for use of facility
-A promise that, if fees are charged, the fees will be accounted for and substantially all put toward maintenance of the facility
-How the project will be maintained for its useful life
-Expected project results, including projected effects of the project;
-Identification of each direct owner of the property on which the Project will occur.

Typical allowable costs are:
-Rental of office space, some vehicles, and some equipment;
-Employee salaries and benefits;
-Contractor labor, including professional services;
-Accounting and bookkeeping services;
-Communications, including telephone and data services;
-Printing, reproduction, including signage;
-Materials and supplies;
-Computers and printers;
-Small tools;
-Some field equipment, typically below $5,000 in value;
-Postage and shipping;
-Necessary travel, meals and lodging; and
-Insurance.

$400,000

DOEE expects to make an award to at least one grantee.

Up to $400,000

Assuming a timely award from the federal agency, the project must be complete by September 30, 2019.

This period can be extended and additional funding provided, depending upon the performance of the grantee and the availability of funds.

Eligible Applicants:
-Nonprofit organizations, including those with IRS 501(c)(3) or 501(c)(4) determinations;
-Faith-based organizations;
-Universities/educational institutions; and
-Private Enterprises.

Not Funded:
-Most major equipment, like vehicles;
-Lobbying, including salaries and overheads and out-of-pocket expenses;
-Entertainment;
-Interest payments on loans;
-Most food; and
-Land purchases.

The application deadline is December 5, 2016 at 5:00 PM. Submit applications in hard copy and via email.

DOEE expects to notify each Applicant in writing of its award status within six weeks after the application due date.

DOEE will provide federal funds for up to 75% of the total project cost for one or more projects. Applicants must provide with the application a description of non-federal financial or in-kind match of at least 25% of the total project cost.
