Grants to Arkansas nonprofit organizations and government agencies for projects that promote and encourage shooting range activities, hunting safety, and responsible firearms use. Funding is also intended for capital projects, educational activities, and research.

Grant requests must conform to, and foster the purposes in, The NRA Foundation’s mission statement, such as:

  • Promote, advance, and encourage firearms, the shooting sports, and hunting safety.
  • Educate individuals, including the youth of the United States, with respect to firearms, firearms history, participation in the shooting sports, hunting safety, and marksmanship, as well as with respect to other subjects that are of importance to the well-being of the general public.
  • Conduct research in furtherance of improved firearms safety and marksmanship facilities and techniques.
  • Support activities of the National Rifle Association of America, to the extent that such activities are in furtherance of charitable, educational, or scientific purposes within the meaning of section 501(c)(3) of the Internal Revenue Code which includes activities that are charitable, educational, or foster National or International sports competition.

Capital Improvement Projects:

Any request to support a project that seeks to improve a facility is considered a capital improvement. This includes, but is not limited to:

  • Berm improvements
  • Clubhouse/Classroom facility improvements
  • Shelter structures/covered firing lines/pavilions
  • Road improvements
  • Commercial-grade trap machines (see section regarding trap machines, below)
  • Any other permanent improvement to an organization’s property or facility

Estimated Size of Grant:

Grant awards vary greatly based on project and the State Fund area. Across the country, the average State Fund grant award is valued at just over $4,500.

Term of Contract:

This grant does not support multi-year projects. Requests must be submitted for consideration each year for that year’s costs.

Additional Eligibility Criteria:

Eligible Organizations:
All applying organizations must possess a Federal Employer Identification number (EIN) issued by the Internal Revenue Service and be an/a:
- IRS 501 (c) recognized entity (must submit IRS Determination Letter with application), or
- Federal, State or local government entity (law enforcement, public school, college), or
- State recognized nonprofit organization (must submit copy of state nonprofit registration)

Applicants shall not discriminate against any member, person, or other user of its facilities or equipment on the basis of age, race, color, sex, or national origin, or any other class protected by applicable law. Applicants are not required to be members of or have association with the NRA to receive funds under this grant program.

Ineligible Organizations:
The following organizations are NOT eligible for grants:
- Labor organizations
- Private businesses and enterprises, including LLCs
- Organizations or groups that do not have a Federal Employer Identification Number (EIN) issued by the Internal Revenue Service
- Friends of NRA Committees or NRA Foundation State Fund Committees
- Individuals

Capital Improvement Projects:
Please note that requests for items such as portable shooting points, like those used by JROTC units for air rifle training, are not considered to be a capital improvement.

Organizations must have a deed or lease for the property to be improved.

If your organization is not governmental or a 501(c)(3), provide a public benefit equal to or in excess of the amount sought:
- Public benefit may be shown by qualified groups benefiting from the project or activity. For example, a project or activity that provides a benefit equal to or in excess of the amount sought to the Boy Scouts, a school, a local law enforcement agency, a veterans group, a 501(c)(3) religious organization, or other qualified groups may meet this requirement.
- Projects or activities that further amateur sports competitions may meet the public benefit requirement.

All grant applications must be submitted online using the NRA Foundation Grant Application.

Applications are first considered by the appropriate State Fund Committee (SFC). State Fund Committees are composed of one representative volunteer from each individual Friends of NRA fundraising committee within that State Fund area. The SFC reviews applications and makes funding recommendations based on application merit, funding availability, and focused program areas of the Committee. The SFC’s recommendations are then forwarded to the NRA Foundation's Board of Trustees for review and approval.

Some applicants may be requested to supply additional documents, such as letters of public benefit. These are letters written by 501(c)(3) tax-exempt organizations or government entities detailing how they stand to benefit from the project being funding by The Foundation. These are typically required with an application that includes a request for a capital improvement to a facility or property owned or operated by a non-profit other than a 501(c)(3) tax-exempt organization, or government entity.
