Grants of $10,000 and in-kind support to Lancaster County, Pennsylvania nonprofit organizations for projects that will strengthen organizational capacity in the areas of inclusion and equity. Interested applicants are required to contact program staff prior to submitting an application. In addition to monetary grants, an innovative workshop series will assist organizations in implementing organizational change.

The CBO Capacity Building Grants program offers group learning labs and customized grantmaking, through which community benefit organizations (CBOs) will learn methods to spark change in organizational culture and structure. A series of learning labs will help strengthen organizational capacity for board and staff development in the areas of equity and inclusion. CBOs are encouraged to utilize services offered by professional consultants who can assist in enhancing the organization’s impact on the community.

CBOs will engage in a 7-month workshop series facilitated by local and national experts. The series begins with a self-assessment to help view the CBO’s practices through the lens of equity and social change. The cohort experience is designed to gain a shared language and concepts to understand diversity, equity and inclusion in thought provoking ways. Workshops are intended to spark insight and innovation while addressing organizational culture and systems, and more. The cohort experience also includes grants to support capacity building work and projects designed to help organizations fulfill their mission.

- Marketing and development plans
- Establishing shared administrative services
- DEI-focused training, organizational assessment

The Cohort Workshop Timeline will be as follows (workshop attendance is required) :

- Orientation is October 3, 2019 (9-10am) at the Community Foundation
- 2019 Workshops: October 17, November 7, December 3
- 2020 Workshops: February 6, March 12, April 2

Additional Eligibility Criteria:

Eligibility Requirements:

- Services to benefit the residents of Lancaster County
- Current 501(c)(3) designation from the IRS
- Registered with the Pennsylvania Bureau of Charitable Organizations unless otherwise exempt per the Institutions of Purely Public Charity Act
- Annual Audit or a financial review by an independent CPA within the last 12 months

The Community Foundation will not typically fund the following:

- Creation of new organization
- Schools
- Capital campaigns/capital costs (equipment, building costs, maintenance)
- Political campaigns
- Expenses incurred before the grant is awarded
- Cemetery associations
- Religious causes that further a specific belief/agenda
- Individuals

Pre-proposal Conference:

A CBO Capacity Building Info Session will be held on Fri, March 29, 2019, 9:00 AM – 10:00 AM EDT, at the Lancaster County Community Foundation.

Pre-Application Information:

Applicants must apply online by July 17th, 2019. Applicants are required to contact a Program Officer before applying. Organizations should send a brief description (2-4 sentences) of the project idea to Fran Rodriguez. (The Foundation will then provide an access code for you to obtain the application in the online grant portal.)

Community Foundation staff will review and provide feedback on drafts submitted through the grant portal by July 3. On or before July 10, the Foundation will return your application back to “draft” status. You can make any revisions and then re-submit by July 17.

Grant Timeline:

- Award Notification: September 19, 2019 by 5:00 PM
- Funding Period: October 3, 2019 – October 2, 2020
- Capacity Building Report Due: October 30, 2020

Note: A best practice for typical capacity building efforts may include a combination of consulting services and an organization’s staff time. For example, staff time (salaries and benefits) should not exceed 30% of the application’s budget.

Organizations are not eligible to receive grants from the Capacity Building Fund for more than three consecutive years.
