Grants to Midland, Texas nonprofits, government entities, and institutes of higher education for capital expenses and programs that enhance the quality of life and promote economic development within local communities. Preference is given to organizations from Midland, then from the Permian Basin region, and then from organizations serving the State.

The following are general guidelines used by the Foundation in evaluating grant requests:
- Grants will be considered for activities involving arts and culture, education, health, human and social services, public and civic benefit, and faith-based or religious activities.
- Preference is given to requests for assistance with capital improvements, construction or expansion of program capacity as compared to requests involving ongoing or annual operating, administration or scholarship expenses.

Generally, applicants receiving grants for non-capital type requests may not receive similar grants in consecutive years.

Preference is given to applications from qualified organizations in the following geographic priority:
- Midland, Texas
- Permian Basin region of Texas
- Panhandle region of Texas
- State of Texas

Requests will be considered only from qualified non-profit organizations which:
- Are tax-exempt under Internal Revenue Code Section 501(c)(3)
- Are further classified as a public charity under Internal Revenue Code Section 509(a)
- Provide a copy of the IRS Letter of Determination Ruling. Applicants claiming exemption as a Government Entity must also provide evidence of their tax-exempt status
- Submit all required information.

Pre-applications from colleges or universities must be submitted by the development office on behalf of the institution.

No grants or loans will be made to individuals or lobbying organizations.

2017 Fall Grant Cycle August 22 – September 12, 2017

The two-stage grant consideration process:
1. Pre-application:
Any qualified organization wishing to request a grant must first submit a pre-application on or before the pre-application deadline. Pre-applications must be submitted online (after creating an online account). Pre-applications must be received by the Foundation by 5 p.m. on the day of the deadline.

Any qualified organization may submit a pre-application but organizations are encouraged to review the Foundation’s areas of interest and list of past grants as an indication of Foundation preferences and priorities.

2. Invited Application:
Following a review, the Foundation will invite selected pre-applicant organizations to submit an Invited Application. The deadline for submitting invited applications will be communicated in the invitation to submit email. Organizations invited to submit an invited application must use the online Foundation forms and provide all required information.
